Simultaneously, I was advised that a GM is noting it's an exploit (in Jita local). I'm not in Jita (nor do I have an alt there) to find out; has anybody seen an official post on this being an exploit?

So either it wasn't fully removed, or as I'm guessing due to the timing, the modifications to the UI may have re-enabled the ability. I don't know why CCP says it's an exploit. Exploit doesn't seem to be an appropriate term if you ask me. But all the same, it's always been against the rules to use text colouring in game. Deal with it.
