We are deploying the work we have done since summer in 3 releases; the 1st one in late Nov, the 2nd one in mid Dec and the 3rd installment in mid to late Jan.
The 1st release contains a collection of player requests we have been working on alongside the main expansion features and that we could easily extract from the expansion code base.
The 2nd release is a Christmas surprise; new development we decided to dive into but something players have requested. The Christmas surprise will probably be delivered in two parts...
The 3rd release are then the main features of the expansion, including but not limited to the new Character Creation, the Incursion feature, and a big iteration in Planetary Interaction and EVE Gate.
The Noctis is going to be a part of the 3rd release.

Is a salvaging ship not something the players have been requesting since for as far back as I can remember?
Selective quoting and elementary logic fail, my dear.
To qualify for the 1st release it had to satisfy four conditions: be something (A) players had requested, (B) we had been working on since this summer, (C) that was ready for deployment now, and (D) we could easily extract from the expansion code base. The Noctis does satisfy (A) and (B) and (D) but not (C), but I'm going around asking people.

I wonder if there's anything substantial in the 1st 'release' which isn't actually bugfixes and some UI improvements?? 
The dev blog from CCP Zulu has the details.
In addition we are changing the real missiles used by fighter bombers into missile effects (it's mentioned in the dev blog as "fighter bomber missile visual effects changes", which is only a part of the story), which will be a huge anti-lag boost for large fleet fights. This should hopefully be the final nail in the coffin of the unholy trinity of Dominion lag (and if you guys would also stop using Drakes it would be really appreciated, kthxbye).
Then I talked to a lot of people on Friday to find out the status of the Noctis and it now looks likely that it will be included in the 1st release.

No, I checked today and the fighter bombers will not be using real missiles anymore. Instead they will be using a damage effect and the visual effect will be like a missile. Originally the plan was to use a turret-like damage effect and damage calculations but after a review it was decided to go with a missile-like damage effect and damage calculations.

Will you eventually do the same thing for drones too?
Drones have never used missiles.

Maybe the same theory and practice could be used to 'fix' the Drakes... Just sayin...
Yes and no. It's on our roadmap to take a look at missiles and what we did for the fighter bombers would serve as a template or a starting point but overhauling all missiles is both a huge balancing task and we would need to come up with solutions for smartbombs and their interaction with missiles.
