- Each pirate faction can be joined through the same mechanism than the Factional Warfare. - All pirate factions will be at war against the empire Militia. - All pirates (characters in the Pirate faction) will be considered hostile and attacked by empire Navy NPC (indeed they are at war with all empire militia) - 0.0 Pirate constellation (having at least one NPC station not conquerable) will benefit the same "protection" than the Incursion expansion will introduce (cynojam, reduced resistances, reduced bounties) = players will work for the pirate faction or leave because there will be no gain to stay in such protected constellation. - Only corporation affiliated to the Pirate faction can install a POS on theses constellations. All characters in the Pirate militia will never be attacked anymore by the pirate NPC.
Consequences and problems In role-play term, being pirate has a meaning as we can join an existing pirate faction which are part of the EvE universe. 0.0 pirate constellation will become the haven of the Pirates (i.e. member of the Pirate faction). A problem might arise if one corporation control the access to such system, preventing anyone to do storyline to increase their standing prior to join the Pirate militia. To avoid such a situation, an epic arc or few new agents in low-sec can be add to allow player characters to increase their faction standing and be in the Pirate faction prior to go 0.0 NPC. Hardcore, RP oriented proposal. No chance to see that in-game. Whatever sound fun to me. Open to discussion.

There might be problems with current corps or alliances 'claiming' (using the term loosely here) the NPC 0.0 part of space. You'd need some sort of a 'pirate Concord' which would destroy any non-pirate-aligned ships attacking pirate-aligned ships in the system, or most pirate systems would propably get hugged by bigger corps/alliances making it near-impossible for 'roleplayers' to do their thing. ---

I thought you could shun the law abiding side of life and work for a pirate faction at least? In the tutorial missions i remember an Angel Cartel member offering another path, of course i dont know how to actually contact them. Arnt some ships only obtainable if you are in high standing with certain pirate factions? -------------------------------------------------------------------

Yes, there are missions in pirate areas, just like before FW there were missions in empire.
This is about expanding FW into the pirate areas, pretty much. ---

I'm really looking for some more pirate faction stuff, whether beeing part in a pirate (FW-) Corp or other related things. I'd really like to add pirate stations and Agents into lowsec. In terms of RP my Char wants to fly for pirate faction for fluff instead of the empire factions. npc 0.0 is very unaccessable for most players.

I think there's enough interest in 'pirate' faction membership to warrant doing it. If this results in the shrinking of the four main factions - this is supposed to be a sandbox where players shape the narrative, no?

yah, take a half-baked mechanism called FW and expand it before its really fixed or has a vision for the future. . . you should work for CCP. -----------

I'm with you except for the cynojamming thing, which seems me rather intrusive, and I'm not sure about discouraging non-pirate players from setting up POSes in NPC 0.0.
In order to get the 0.5 standings I guess the best choice is to seed a few level 1/2 pirate faction agents into lowsec, pretty much like the interbus agents.
Having an automatic wardec against faction warfare players might be too much, as it would mean that Concord is ok with outlaw capsuleers killing militia capsuleers, and it might disrupt the already not-so-great empire FW gameplay by introducing the 'outlaw jokers'.
Let's have both our threads boil for a while in 'Features and Ideas' and, if you'd be interested, join efforts to work out a 'unified' version for the Assembly channel (my thread)

i like this, it provides pirates with an incentive to get out of hisec and go bug some nullsecers.
in a game called Freelancer, it was possible to bribe the pirates into not shooting you, then you could begin to wrok for them. i think a similar system would work fine here.
Pirate concord would be fun, but it should be more on the scale of a navy response, so that those who choose to be evil don't have total protection, only a lot of backup and npc buddies that try their best to kick outsiders out.
this should be included in incursion, and expanded so that incursions feature other pirate groups besides the Sansha.
