Yes. It sucked, didn't it? Now people don't have to live through that suckage any more, and the time you spent training those pointless skills will now count towards progressing towards something you've been looking forward to.

Since forever, but with a slight clarification: recycling alts for the purpose of dodging sec status penalties is against the rules. It means you train faster.
You used to get 8/8/8/8/7 in your attributes and double SP, so 1440 SP/h for most skills. Now you get 20/20/20/20/19 in your attributes, so 1800 SP/h for most skills.

This is an important question b/c if the chars are just given the new base attributes, it would certainly ruin my current mapping.
They're adding 12pts to each base attribute for a new minimum attribute value of 17.
