They let Pirates camp the corridor to empire with no repurcussions, and they have a disputed system with Rome Corporation that is not in control of either corp depending on the time of the day. If Rome has more than 3 people logged in NORAD will not go to NM-OEA to run them out.
Now I find this as a bit of a quandry since I joined SE to fight the CA, But I also do not like NORAD. I guess I will take a wait and see attitude and do whatever SE tells me to do.
However I feel that if the other alliances dont lend a hand here NORAD will soon be no more and the ex CA corps will have a new home.

i disagree with you saying they carnt muster the guys, i have often seen the get 18-20 battleships together, the fact is they have no deffinet leader and they just in all honesty get " wTfOwNZoreD" in fleet Combat , you can see that from the statistcs of fleet ingamements, to our kills vs our loses
