Which ship for empire exploration? Before you dismiss this as a noob question / troll, the reason I ask if because of the vital difference in drone bay. the Imicus can field three light drones, whereas the Helios can only use one: at radar sites with three or four frig rat spawns, this can be an important difference in firepower.
Is this superior firepower worth the scanning and midslot penalty?

There's no site in highsec that you need a ship with a scanning bonus to scan down, just fit some gravity capacitor rigs and set sail.

Thanks for the reply. Would this apply to lowsec as well? Or, perhaps, would the sites that a PvE ishkur could scan down, given it's limited scanning ability, be runnable in it, with the unscannable ones being too difficult?

An all-in-one, with more DPS than an Ishkur.
Edit: As fitted it scans every site in game also (with my chars skills) Its my main scanning ship for the last 2 years.

Though if you are ever gonna go the Recon Route the Pilgram will serve you better with the Drone Bonus, Extra Space and Utility Highs.

All good info- I appreciate it. Two final questions. @ Celes, are you able to run all lowsec sites in a cruiser-class ship? Also, with my skills, fitting my ishkur w/ 2 gravity capacitor upgrades, a regular core probe launcher and sisters core probes I have a scan strength of 74. I heard above 70 is good enough to scan down all (or at least all radar) sites in hi/lowsec. Is this true? If not, could someone clarify?

If you're just restricting yourself to Magnetometric/RADAR sites, then yes, the Ishkur can do all of them. Combat sites on the other hand, are a different story. The very high end of the rare highsec combat sites would be very hard to do. Speed tanking can usually help you survive but ultimately the DPS is far lower than what you need to complete say, exploration complexes in a reasonable amount of time. 3/10 and 4/10 complexes are easy (although you'll need guns for the Serpentis 4/10 to get enough damage output) though.
As for lowsec RADAR sites, there are some that are absolutely ridiculously hard to scan down, and generally impossible without at a minimum: a Covert Ops ship with gravity capacitor rigs, Covert Ops 4, Astrometric Rangefinding 4, Sisters Core Probe Launcher, as well as Sister Core Scanner Probes. These sites are generally a little harder, but not nearly enough so to justify having the lowest possible signal strength in game.

I would train up astrometrics & rangefinding if you're after an all-in-one solution, so you're not limited to scanning ships.

Afaik there are no sites anywhere you must have a ship with a scanning bonus to find (there may be occaisional high end combat sites i never came across) assuming decent skills/implants/rigs. Of course having the bonus makes finding them a faster process. For the specific question you asked i would say imicus, but you should consider using a combat frig instead.
