Today the pilots of Rote Kapella alliance performed a vital function for Nation by moving into orbit around Oruse and providing overwatch with a number of long range Battlecruisers supported by logistics, recon and tackling vessels.
They remained at a safe distance from the Sansha ships, watching the populace flown off into one of the three wormholes by the thousands while closing with and opening fire on anyone trying to engage the Sansha vessels.
After the dropships had all returned, the Nation representative on the scene, Citizen Astur told them the following:
"Pilots of Rote Kapelle, Friends of Nation - I thank you for the assistance provided today. Let it stand as a lesson of the futility in opposing us."
The question remains, are the pilots of Rote Kapelle merely misguided capsuleers with too much self-importance and bloodlust, or has Rote Kapelle officially aligned itself with the Sansha and their invasions?

I'm known as quite a stickler for the right label or definition. I do not believe calling them 'terrorists' is correct, neither is pirates. Asides from bloodlust and some macabre competition between their members, I do not yet know their exact motivation for supporting the Sansha. ____

I'm quite sure a dozen or so stray rounds of ammunition doesn't reallly count as 'shooting Sansha'. The Rote Kapelle pilots were targeting capsuleers ships specifically and staying well out of combat range of Sansha vessels if at all possible.
As I destroyed some six Sansha vessels nearly by myself before Rote Kapelle assisted the Sansha invasion, I very much doubt the capsuleer ships were easier targets. Of course, I tried to ask the Rote Kapella members how far they would go with their support of the Sansha. Below one of the things that were said:

Of the 80 capsuleers present, some 20 were members of a fleet gathered in Synepublic. A dozen where Sansha supporters. The rest were either opportunists like yourselves or agents of other interested factions.
As Rote Kapelle made a special effort to avoid being targeted by the Sansha, even though they had the firepower to take on their ships, engaging any Sansha would mean being caught in a crossfire between the Rote Kapelle and the Sansha vessels, meaning one would need a far superior fleet to attempt this succesfully.
It seemed to be Rote Kapelle's goal to destroy as many capsuleer ships as possible, they couldn't care less about shooting one more Sansha vessels. Some of your pilots even hinted that the taking of capsuleer scalps was their sole goal.
If Rote Kapelle enters an engagement where Sansha are busy staging an invasion and have the specific goal of targeting capsuleers ships above Sansha vessels, then of course their actionsy will effectively support the Sansha. That is not accidental, that is a clear result of the chosen engagement policy.

The actions of VETO pilots are supporting the Sansha invasion, even though their intentions might not have been so.
In case of Rote Kapelle, they specifically made use of the knowledge that capsuleers would be present at a certain location and time and in a vulnerable position to stage an attack on said capsuleers. The capsuleers of Rote Kapelle knew in advance that if their actions were succesfull, that they would be aiding the Sansha in their mission.
If one knowingly chooses an strategy that will support the Sansha invasion, even if one isn't in agreement with the Sansha goals, then one is still directly supporting the Sansha invasion.
The Rote Kapella fleet commander who decided that the time and place of a Sansha invasion is the perfect spot to go hunting for capsuleer scalps is partially responsible for the countless of abductees from Oruse II.
