Sit on the Jita 4-4 undock and bump every single ship off the station. Demand ransom in local. What happens if the pilot refuses to pay the ransom? Can the ransomer bump you for eternity? I doubt it somehow.

And if they "refused to pay ransom" then there are any number of things they could do. They could log, walk away, set autopilot and do something else, or wait until you got bored.
