now to be more serious. Give them the ability to fit cov ops cloak and warp cloaked then it will see some more use ^^

To use a sniper analogy: the Recon is the sniper, the Black Ops is the rifle, and the Stealth Bombers are the bullets. Another analogy: the Recon is the FO, the Black Ops is the M-198, and the SBs are the shells. Last analogy: Black Ops are MH-60L Blackhawks and the ships in the drop fleet are the soldiers (and I dare you to tell the SpecOps helicopter pilots they aren't really part of the black op).
There are a couple of very viable strategies for employing BO as DPS ships in hotdrops, but a hotdrop gang is ultimately centered on one, and sometimes more, BO "bridge ship" whose only real duties are to bridge ships into the drop zone and then extract them from the system. Since all of the BOs in a gang can jump to the same cyno/recon the DPS BOs can bridge in with the rest of the gang to lay down fire, just like the MH-60L Blackhawk. However, the DPS output of a 30 or 40 SB gang is incredible all on its own. I've been in gangs that wiped out entire BS/BC fleets in under 2 minutes.
If you want to make the most of your Black Ops, check out Dirt Nap Squad (DNS). Burn Eden uses them as well but I think (its been awhile since I checked) they mainly use them in small gangs more in the way you imagined them. However, that kind of tactic is not nearly as versatile and destructive as the full hotdrop fleet. BOs are not for running missions, plexes, etc.; they are specialized fleet role, logistic support, support fire ships. |

Yeah Black Ops are kinda disappointing, though not exactly for the reasons you stated. There are plenty of other reasons though. And TBH Widow is actually one of the better BOs since it can do either ECM or Tank/Gank. Coulda been much worse, you coulda chosen the Sin and learned true disappointment.
In any case, BOs do excel in the role of ganking idiots. And that's about it. You bridge on a solo ratter with overwhelming force and really mess their day up. Oh yay... Rearguard actions, cyno-jammed systems, and game-changing sneak assaults are all pretty theories but not so effective in actual practice.

a) why exactly are you going 33 m/s??? the ship is faster cloaked than not cloaked. This fact also means it instawarps on decloak so is essentially imune to lo-sec gatecamps unless there is a very fast very good inty.
b) the black ops can jump to the portal itself. It can avoid any gate camp its jump range allows if it has someone lights a cyno for it. Essentially you can drop a bs anywhere that you can get a cov-ops too.
The only issues black ops have are that a) they get the scan res nerf from the cloak which is lame, and b) their jump/bridge range is far too low. The ship itself is fine.

Its black ops in the same way the specialist choppers that get black ops teams in and out of tight spots are, i.e. they can drop the guys in without the enemy knowing and provide surprise fire support if needed.

I hear the ship performs well in small gangs.
When I saw the name "Black Ops", I immediately wanted to train for one. But then I looked in to the ship a bit more, and was convinced to go a completely different route, considering the cost and the capabilities of the Widow.
I assumed I could use a Black Ops ship solo, but for that it's worthless. Definately a gang ship, unfortunetly

Errr... Not sure how linking the KB of one of the most prolific (and successful) BO hotdropping gank corps backs that up. If anything, I think it kinda proves my point. They drop on solo/small groups with overwhelming force. Which is, as I said, the only thing BOs are really good for. Maybe I am missing the parts where their BOs fundamentally changed fleet operations, busted open jammed systems, or have done anything that dramatically altered the course of sov/major alliances/or really any aspect of the game beyond that of small scrub alliances or corps. If so, please elucidate.

blackops are fun for jumping in a gang of cloaky haulers into a cynojammed system and setting up a pos quickly and quietly before your snipe come in to kill enemy pos
i've also seen them used to hotdrop 20 bombers+recons to kill a ratting drake. seriously. not even joking.
