Some background: I have the same Connections skills across the board (all level 3), and all the agents for each faction that I use are Level 4, Quality 18 and located in either .5 or .6 space. My standings for each respective corp that I mission for are also over 9.5 (I use 1 or 2 agents for each of the 4 main factions).
I use the agent in Irjunen as my current source of Caldari LP but I've noticed I seem to be getting less LP here from this agent than from my others. This guy is Level 4, quality 18 and the system is .5. One example is with my current skills and standings, he is giving me ~2700 LP for Recon Part 1. With any other one of my agents, I would normally receive over 4000 LP. By comparison, my old Caldari Navy agent was in .6 space and gave me more LP than this guy. I have noticed this trend for a few other missions as well.
Is this working as intended or is there an issue somewhere?

might be different faction recon
or not all 6 of your connection is lv 3.

Well I thought all the Recons were supposed to pay about the same regardless of Faction, but this one is Guristas Recon.

This is also my own experience. LP doesn't seem to depend on effective quality and sec status only. Some agents just offer more (or less) LP than others for no appearent reason. It pays off to try out all agents to find the best one.

If you're fighting a different faction, it's a different mission and it will pay differently.

This. Any kind of variation in the faction of the enemies you encounter means that it's a different mission. This, in turn, means that it has its own tally of blitz/farm/normal use that determine the bonus time requirements and the agent rewards (standing, ISK and LP).
Everyone (in a relative sense) runs Guristas recon over and over again, and close to everyone blitz it in one way or another, so the average mission completion time is really lowà and with it comes low rewards. ùùù ôIf you're not willing to fight for what you have in ≡v≡à you don't deserve it, and you will lose it.ö ù Karath Piki |

Mission reward and hence lp payout is directly correlated to the time it takes to complete the mission from ALL players who are using that agent.
The faster people finish a mission, the lower the reward gets(with certain threshold) for everyone using that agent. This has been extensively researched and documented in FW when you used to get no penalty for rejecting a mission over and over.
The agent you are using is quite well known in caldari space and I would hazard a guess that he is waaaay more popular than the other agents you are using. Many people blitzing the missions (just for the lp or standing) are causing what you are experiencing.
