I'm looking for suggestions or feedback on how new players can partake in incursion events, if at all(?). I've read a few of the skirmish reports during the incursion events and they look like fun, but I'm not sure how to take part, if at all.
Are their any resources out there for new players to EVE to help join in these live events?

Part of the problem is knowing where and when to be. The channel 'Live Events' seems to have figured out some of them and is the general meeting place to discuss them.

I'm wondering if Concord with operate as usual in known highsec or is this going to be a day of jungle ball for the pirates? Won't sound like much fun if so.... -Makbure

CCP seems to want anti-Incursion PVE to be more like PVP, and in fleet PVP, new players can contribute excellently by flying as tacklers in frigates. The idea is to fly cheap and be very prepared to die.
Now, I'm not sure how exactly that translates to Incursion PVE. Maybe the rats are inclined to warp away, if damaged? If so, a few noobs in tackler frigates could be excellent. They'd probably have to be paid jobs, though, because chances are those noobs will lose their ship. So some individual, probably the one acting as overall leader of the fleet, must pay them.
If that's not the case, if Incursions rats don't warp away, then webbing might still help, as in webbing the primary so that the other flee members can gank it, but warp scrambling is a waste.
Another possibility, although maybe a bit more advanced, is to target pain smaller rats, so that the torpedo battleships (and the stealth bombers) can gank them.
