i really do feel stupid for asking this but after incursion how do we rank up? like do we gain skillpoints over time or is it like every other MMO where we mine and therefore get mining skillpoints or something to that affect?

If you refer to the removal of learning skills than i have to tell you only the learning skills (which is a specific category of skills) are being removed. Any other skill will still be learnable (is that even a word?) like before. So no the system does not change.

sp are indeed like exp in other mmos. For example, to just pick a random one, like World of Warcraft. Everytime you go to start button->settings->control panel->software->uninstall eve and after that start wow to level a nelf to 85, your eve toon gains exp.

Okay. Here's how Eve works: You buy a skillbook. You can then either inject that skillbook or train it. Injecting it puts it on your skill list. Training it puts it on your skill list and then begins training it right away. In Eve, skills are trained over time; Literally, over time. You right click a skill in your character sheet and select "train", and after however much time, that skill will be trained up. You also have a skill queue, so investigate that, too.
You're probably confused about the removal of "learning skills". In retrospect, this makes sense; When people refer to "learning skills", they're referring to a specific kind of skills, not the act of learning skills. There are several skills which boost training of other skills. These skills are called.. learning skills. These individual skills are getting removed in the upcoming patch tomorrow; The actual method by which you obtain and train new and existing skills has not changed.
When people say "learning skills", they mean "the set of skills which increase your attributes to give an increase in your training speed".
When people say "training skills", they mean the actual act of obtaining skills over time.

It's simple, really : NOTHING IMPORTANT CHANGES. You train new skills exactly the same way you always trained them.
The only big difference being that everybody acts AS IF they had ALL the learning skills trained up to level 5 even if they never trained them at all, without any of them ever showing up anywhere. Ok, well, to level 4.9 anyway (or thereabouts). It's more complicated than that anyway, but you need not bother with those details.
Long story short, it's as if you received 4+++ mil SP in learnings on character creation which don't count towards clone SP total for clone cost purposes.

I don't have anything against new players. however, from your question it's clear that you have no clue about eve yet.
While that is fine, it is not fine to just go on the forum right away! spend a week or so to learn the basics, ask some other players to help you, join the help channel where they'll answer all your questions.
Much better than wasting time on the forums.

*incase you really are a scrubbity nub nub in the tub*
press character sheet in the top left, then skills, then open skill que, then add the skills you want to learn, press apply, add skills until que is full. make sure you always hit apply.
incursion adds Concord LP, they are special currency used in LP stores for faction specific items,
