I have lower than -5.00 adjusted Faction standings for 2 empires, and as such I get a graded NAVY response [based on system sec] when I enter those empire's highsec. Not a problem.
If I have low security status incompatible with system security [in any empire's highsec] - I get a POLICE response - nastier.
CONCORD aggro - If I accidentally shoot at a NPC highsec hauler that belongs to a CONCORD corp, from memory I think I get CONCORDokken Also, if my sec status is low and I fly through Sanctum constellation in Genesis [CONCORD sov] the same happens.
So .... It would seem that ANY form of aggro timer from CONCORD, whether it is 'OMG you shot a hauler' or 'OMG, low secstatus, Police response' results in GCC and thus CONCORDokken response.
Presumably, annoying CONCORD Customs, or CONCORD Navy result in GCC too. My problem being that I do pirate faction missions including DED Blockade, where I blow up CONCORD-owned Statis Web Battery that drops my CONCORD Faction standings considerably each time ... I am now at -4.25. Although my secstatus [which is the same thing as CONCORD CORP standings is OK.
If this works the way I think [any aggro from concord becomes GCC], if I fall below -5.00 CONCORD Faction standings, will I get GCC and instapopped if I enter Sanctum constellation ?
Seems a bit unfair really as getting -5.00 to any other empire does not stop me passing though [at speed]. Anyone else been down the road of low CONCORD faction standings and had experience of this ?

So your CONCORD standing is not the same as your security status? In that case, you probably get just the CONCORD equivalent of faction police when you go into sanctum. It's only if you do something stupid that you get the real CONCORD police on your tail. But I've never been in this situation so I wouldn't know for sure. I just think from a design perspective it's easier to have to two separate categories of NPCs (one for faction police, one for CONCORD police) for two different situations, and not overlap the two.

Sec status = concord CORP standing, not concord FACTION standing. My destroying the static web batteries in Blockade vs. DED [and to a far lesser extent, DED npcs] has got me almost to -5.00 from CONCORD Assembly Faction. Any other faction that have me at lower than -5.00 faction standings [Gall/Min] chase me out of highsec with their easily-avoidable Navys. Essentially I would be unavoidably killed for the crime of being shot at :)
GCC/concordokken is in my belief designed to be a consequence of doing something bad to another pilot and/or their property .... Not the result of simply passing through somewhere you're not liked, which elsewhere in any 'faction-standings-unfriendly' highsec would just result in you're being encouraged to leave by the local Navy ...

Very good question, I'd like to know too, if my concord assembly standing drop below -5.00 will it mean getting instapopped in Sanctum constellation.

Thanks for link, but no extra information there about having low faction standings from CONCORD :)
My thought is that any situation that in any other sovereignty space would result in a normal and appropriate Customs/Police/Navy or any other 'NPC-corp aggro flag' response, is replaced in Sanctum with GCC/Concordokken.
Not sure how intentional the mechanics of this are, as why even bother having CONCORD Customs/Navy/Police floating at gates if their jobs are effectively made redundant by incoming Concordokken Officers every time? . All generalisations are false - Discuss.

I followed the link posted, it lists things concord will respond to, like shooting at another play or repping an npc. by things concord will respond to i beleive they mean things concord will send a full out response that wil insta pop you. under things concord will respond to is listed:
Jumping into a high security system within the Sanctum constellation when your security status is low
I beleive this should answer your question, as having a low faction with concord itself should also give you a low sec status right?

No.
By 'faction' I mean what it is in Eve - not any other game :) ie. Faction = an Empire, or grouping of NPC Corps, like Amarr Empire, Minmatar Republic, Angel Cartel, CONCORD Assembly etc
How much a Faction likes you [or not] is represented by Faction Standings. How much a Corp within a Faction likes you [or not] is represented by *Corp Standings.
Security Status = Corp Standing from 'CONCORD', one of the 4 NPC corporations within the 'CONCORD Assembly' faction [unadjusted by Connections skills] My issue is my low CONCORD Assembly faction standings, not sec status/CONCORD corp standings.
* = 'Corp Standings' is also used as a term by some to refer to an NPC corp/faction's opinon of a Player Corporation. This is different and only effects things like ability to anchor POS in 0.4 and higher [NPC Faction standings towards a Player corp of 4.00 and higher] and Jump Clone creation availability for all a player corp members when an NPC corp likes a player corp above 8.00. Both are worked on averages.
