I sort of agree, and top tier faction should be superior to t2. However, I'd prefer seeing top tier faction only usable by faction guns, giving a viable reason to once again use them. Definite advantage over faction but in limited scenarios (ie. target held firm/bigger). Faction remains the standard though, good all-round performance.
