The stoyline agent you get the offer from is the closest storyline agent to the place you are running missions. Using that info you will win. Signature removed. Not EVE related. - Adida |

I had the exact same problem! The website Eve agents.com fortunately is good for figuring out where a particular corp has it's storyline agents. One has to scroll through the long list of corps though. I THINK you have to get missions in the same constellations as the storyline agent for it to work, not 100% sure.
Do note that while the agent themselves have no level, the missions they hand out are based on what level you've been doing. So doing Lv3 missions will result in a lv3 storline mission with mean three or four times the rewards and standings as Lv2. Of course if you can do lv2 missions several times faster than lv3, 15min vs 1hour etc, then that's the way to go, otherwise go for the higher level agent.
One website claims that you need to complete 16 missions of a particular level for a particular corporation. Your counter goes up 1 for each mission completed, down 1 each time you decline or quit a mission, and resets when you complete the storyline mission.
Courier missions can go faster, but with some agents you'll get mostly longer runs, which take longer for the same reward. This is just imbalance, a quirk of where the station is placed, the only solution is to move to another agent when you get the chance. Obviously Lv2 courier missions are faster since you only need a frigate. Lv3 and Lv4 courier missions means using a slow industrial. Lv3 and Lv2 courier missions are probably balanced for rewards and standings per hour. Look up missions on Evelopedia, their guide has charts for which agents offer what kind, but no agent offers 100% kill or courier, some 92% though.

I got storyline agents well out of the constellation before. Also, if you keep doing missions without doing the storylines, you'll get storyline agents further out. I don't yet whether they'll cross region or low/high sec boundaries, but I imagine so.
