I am mostly a high sec PvE mission runner. Right now I'm comfortably doing level 3 missions in a Hurricane and have just completed the skills needed to have it all tech 2 fitted. My plan was to go up to BS but I've noticed I have all the skills to start training into Mimnatar strategic cruisers. I'm wondering if I should train into the Loki or move on to Battleships?

Can you afford a T3 cruiser? From what I've heard, they're pretty expensive. If you're flying level 3 missions, and thinking about moving up to level 4s, you probably don't have nearly enough ISK.

I will not say the money is not a problem, but if I bought one, fitted it and lost it I would still be standing, though it would sting.
This is my pure combat alt, I have an industry alt that can fund my combat fancy.

Your Loki will require some of its medium slots fitted with FACTION modules (2 deadspace invulnerability fields, deadspace large shield booster, republic fleet 10mn afterburner, republic fleet stasis webifier) for a sustainable tank.
Low slots can be fitted with cheap T2 gyrostabilizers and tracking enhancers.
For the high's, T2 425mm autocannons and T2 ammo, otherwise the DPS is not enough for lev 4's.
The whole deal will cost around 1 bil.
Loki is fun to fly, fast and manuveurable, but costly to run. You will be spending a lot of ammo for every mission, T2 ammo in fact.
Then there's the slow but cheap to fit and run Maelstrom. No T2 guns needed, no faction modules necessary, using standard ammo and spending very few of those, with its 1400mm artilleries. Slow moving but completing lev 4's faster than the Loki, cause of its superior fire power.
Think about it.

Loki is subpar ship for empire l4s compared to battleships.
You should aim for maelstrom, you dont even have to wait until you get t2 large guns for it /id suggest you to get t2 drones and shield tankig skills though/.

Most definitely not, largely due to weapon range. Medium guns will always be medium guns. Heavy missiles, however, can hit to nearly 100 km on a Tengu.
