My corp has taken an unexpected turn and converted from piracy to 0.0 living, looking to make a few iskies I wonder what is the best ship to run gurista plexes out there? I have about 9mil SP on my main and am mainly trained on shield tanked caldari.
Any suggestions? (im looking for a relatively cheap ship which i would have the option of spending more on when i get the isk)

Drake is always a good start for cheap, proper setup can tank a Sanctum. Raven is also good, and the Maelstrom while high priced is also an incredible ship.

I average 12-18 million ISK wallet updates with my Dominix.
Expect 600 DPS+ at <60 KM with Warden II's and Tech1 Lead Charge L
Expect 800 DPS+ at <40 KM with Garde II's and Tech1 Antimatter Charge L
Tanks 695 against Guristas, and you can overheat one Kinetic hardener to tank 800+ if you somehow get 2 spawn waves.
The tank is NOT 100% cap-stable with Antimatter Charge L unless you use some CC, CR and/or G#-Beta implants; but, with even 1% implants (cc2, cr2, G1-Beta) you will never run out of capacitor due to locking and reload times. It's completely cap-stable with Lead Charge L. With more expensive implants and additional implants (such as ZET implants, Numon Family heirloom, etc.) you can get better tank, or you can get better DPS by mixing-and-matching Gunnery Damage implants with the aforementioned capacitor implants.
Edit: This entire setup can be got in Jita for around 100m.

In your case, i would start out with a Raven. Use it for a week or two, see how much traffic you get through your area/system.
If there isn't much at all, i'd step it up and get a rattlesnake. They may cost about 450m, but they are cheaper than a tengu. With 1 or 2 corpies, you can return on that investment after 2-3 plex's

Drake is the ship you want. It damage is geared for the guristas and it can tank sanctums just fine. You can throw money into it by putting 3x T2 purgers on it which will allow you to replace a T2 SPR with a BCS in your low. Really though, the ship is fine without them. You should train BC to level 4 and then 5 after you get: shield management to 4 or 5, shield operation to 5, rapid launch to 5, TNP to 4 or 5, GNP to 4 or 5, and finally t2 heavy missiles to 5 so you can fire scourge fury's which are pretty essential.
If you get this stuff or have it already, the drake can do as well or better than a Raven for this application. The main reason for using a drake for this type
of stuff is that it's cheap to lose, more manuverable, and it's a very popular ship for 0.0 PvP right now. Win, win, win.
It takes some SP but very much worth it. I don't remember my fit that I used to use in sanctums but could probably help you with that if you'd like to see it.

Ignore all this advice and get a passive shieldtanked Ishtar. I know, it sounds bleh, but it is so epic. Till you can fly it and have T2 heavy drones tho...Use a Drake. :)

this or u can use this.... its set for gallente space, and perma runs everything with my skills...
does 500dps (ogre 2's+t1 iron M), and rails will shoot 60+km and with my electronic warefare drone skill to lvl 5 i can use drones to 60km too...

has anyone tried phoon for gurista sanctums? With my bad drone skills it's < raven but with T2 ogres it should be nice ( I suppose)

Ishtar can do a sanctum with about 550 DPS and permatank it.

Ishtar. Pound for pound, it is one of the best PVE tools for the money. Use whatever you want while training to fly the T2 Sentry Ishtar. Get your Drone Interfacing to 5, T2 sentries, EW drone interfaceing 4/5 and enjoy.
This is a very versitle hull. Take it anywhere and just change out Drones and Hardners as needed. Drones rock for PVE. Rats are using Damps? No problem... Sentries will continue to fire even when you have lost your lock. No need to stockpile ammo, just take care of your drones. Tracking disrupting rats, no problem.
You can set it up for shield or armor, PVE or PVP.
P.S. I would not worry about training up T2 heavies for a while. They are nowhere near as useful as T2 Sentries for what you are looking to do. Travel time to and from targest with heavies is painful. As is watching one or two die as they motor on back to your ship after getting picked on by Boss Rat. If Sentries take aggro, just command scoop, redeploy and drive on.

The OP wanted to run plexs though, not sanctums. Could an ishtar tank a plex?

The Ishtar can solo any plex up to (and some say including) "The Maze" in Gurista space. Solid active armor or passive shield tank, nice DPS and ability to apply that DPS even while jammed (happens often in Gurista space) and small sig rad for the horde of missiles that are chucked at you from Gurista rats, Plus for Gurista space it has high T2 racial resist...All in all one of the best PVE ships for Guristas.
Low SP a descent ship is a Drake but not able to really to do the plexes without either some help or some faction/deadspace gear that can get expensive.
