A major problem is the time delay/power ratio between the ships. A high end combat frigate should be approaching low end cruiser abilities. At the moment you have a high end combat frigate costing 200K, this figure should be around 750K-1mill.
A low end cruiser should start around 1.5-2mill, but be slightly less powerful than they are now(ie geared towards mining or trade rather than combat), up to a high end combat cruiser around 10mill.
It makes me wonder if most of these people who spout off combat scenarios actually PVP. I have had limited PVP experience, but I would be very surprised if a high end frigate could take out a medium equipped cruiser.
My shield booster alone recharges 44 NRG every 3 secs and I can run it all time. Not to mention shield hardeners. In my experience most combat frigates pump out about 50dmg per shot around every 3 secs. So assuming 3 guns it will be doing around 100 dmg to my cruiser, that is 30 secs to take my shields off.
Meanwhile, my damage in the cruiser is around 70 per shot every 4secs, 3 guns = 210 damage. Most frigates cannot mount anything more than a small shield booster which needs to be turned off quite quickly, esp if used with other Medium slots. So I will be doing around 190 damage every 4 seconds, meaning that I strip the frig shields in around 8 secs.
I run a support cruiser as well, with no uber modifiers. I would dread to think what a full blown combat cruiser would output. I did not want to mention my jammers, which would easily prevent any damage and could likely jam up to 3 frigs at a time.
An example of 7-8 frigates vs 1 cruiser is a little silly, there is no way that that situation is going to occur with any frequency. That is not where the strategy in the game lies. At the most I would say that 3 frigates should be able to pick apart a cruiser. I can't see how that would currently happen without the cruiser pilot being very bad at equipping their ship.
At the end of the day, combat has to be balanced on realistic situations and especially not against NPC's (it seems that a lot of the balancing is in relation to NPC pirates). I don't think anyone agrees that frigates should be able to take down cruisers easily, but everyone agrees that a frigate or cruiser should have the chance to at least have some strategy in battle.
At the moment there is no strategy except for reduce targetting time to minimum, load up long range heavy duty weapons and watch those ships pop in 15-30secs.
What we should be seeing is support cruisers, attack frigates, combat indy's. Roles, which are specialised, at the moment most of the attention is creating weapons, which do ludicrous damage, good for NPCs, bad for PVP.

LOL, you used ECM? 1 slot for Webifier, 1 Slot for warp disruptor, that leaves you 1 slot for ECM (or 2 in a Griffin). The most ECM you can currently generate AFAIK is 6 in any radar. You would need at least 2 frigates to lockdown a cruiser. Unless they tried jamming mine and then my ECCM would require that 3 frigates were EW specialists. Also, the cap drain on the frigate would be immense and I can imagine it would take a long time for it to strip that cruiser of shields.
Again, 2 EW frigates and a combat would likely be able to complete this scenario.
