Specifically an Incursus and possibly a rifter . I am trying to learn how to tackle. I'm not concerned too much about high slots as my primary role is just tackling and locking down ships before they can get away. So speed and a quick lock is important.

If all you need to do is lock, get a point on and then gtfo as soon as a second point is confirmed all you need is scan resolution.
Basically:
[Incursus, New Setup 1] Damage Control II Signal Amplifier II
Warp Disruptor II Sensor Booster II, Scan Resolution Sensor Booster II, Scan Resolution
125mm Railgun II, Antimatter Charge S [empty high slot] [empty high slot]
Small Targeting System Subcontroller I Small Targeting System Subcontroller I Small Targeting System Subcontroller I
Rigs and variants of modules obviously voluntary. Gun is only there to ***** killmails and assign drones. Damage control is far from mandatory aswell. Rifter would be very similiar.
If however you're looking at something more along the lines of fast tackle - something that needs to move around and stay alive and such I'd look at Atrons and Vigils(or slasher if you're really low on skills) instead.
Something along the lines of...
[Atron, New Setup 1] Damage Control II Capacitor Power Relay II
1MN MicroWarpdrive I Warp Disruptor II
[empty high slot] [empty high slot]

I've intentionally not made it cap stable. I've intentionally made it very easy to manage capwise. It's simply for young players to grasp the concept before moving on to interceptors and such. Rigs and variants are as always up to your economy. Vigil isn't to different, but there's plentyfull of vigillove threads aswell and it's probably a good early lesson to go look for them or make one of your own out of the concepts above. Parrots, commence!

The sebos are there to make darn sure you catch the guy before he aligns and warps. How I read the request was to make a fleet tackler (no moving just catching guys on gate before they can warp off so the fleet can pwn them)If you're going to be fast tackle (i.e. kind of an interceptor) you want a MWD/point usualy long point is best. Scram/web canbe useful against nano-blanks...but short point can really bite you in the A$$ if youre not close enough to lock and point...you want a long pointer with fast lock to catch on gate and a backup to slow the target down with scram web once he is caught
