i'm flying the nano drake for solo in 0.0. I was just wondering if it's worthwhile to fit an improved cloaking device onto the ship, i've had no experience with so so any help is appreciated this is my fit

Just fitting the cloak will HALVE your targeting speed and targeting range. In a battlecruiser this is not a very good thing... especially if you go against things smaller than yourself. Another thing to keep in mind is that you cannot cloak up while being targeting and you cannot warp cloaked.
The only way the cloak will be useful is in preemptively detecting what is coming after you on D-scan and cloaking up before they arrive. If you cloak up AFTER people have landed they can burn in your general direction and attempt to decloak you using their drones (if anything comes within 2000m of you, the cloak fails).
Oh... did I also mention that while in cloak your speed is reduced by 75% - 90%? Yeeeeaaah... and you need to be at 75% of your top speed to warp off. Good luck trying to warp off after decloaking. _______________________

You apparently have never tried to catch the hoards of MWD > Cloak > Uncloak > Insta Warping Ishtars that Gallente Militia love to fly around in.
Cloaks can serve a purpose on a PVP ship but there are advantages as well as disadvantages. Biggest advantage is being able to do the MWD trick to get past all the blob, another is being able to cloak up in a SS waiting for something to kill or just being able to go AFK.

I fly vaga very often with an improved cloak. Lets me get past lots of blobs where otherwise I would lose a ship or have to turn around. The scan res penalty means I have to be careful to have plenty of range between myself and frigates if I plan to engage (so I can lock and pop before they get tackle). I focus on kill ratters so the scan res isn't such a big deal for them since if they paying attention they already warped off and a ratter bs still locked quick enough.

If the cloak is "offline" (i.e. you can't activate it, it's inert) then yes, it will not affect your targeting systems. However, why bother fitting it in the first place then? In order to put it "online" outside of station you NEED to have your capacitor at 95%... and that isn't really possible when you're busy trying to get away from hostiles.
TBH... put a medium neutralizer on instead of a cloak. That medium nuet will give you added protection against random frigates that get too close (2 to 4 cycles from the neut and they will be capped out; capped out means no power for the point or prop mod; no prop mod means your drones eat him alive). _______________________

Maybe so but I've also ran into Gal Mil stabbed ruptures from so called "big name corps", so who knows what is PVP or PVE with u guys. . I did just kill a Gal mil cloaky Ishtar before I lost my ship a day or two ago in a pretty lop-sided fight and killed a different one the day before. So PVP/PVE who's to know but I sure as hell see a lot of them.
Back on the subject though, the cloak is something you have to decide if the trade offs are worth the benefits. Scan res isn't something you always have to worry about and there are certain ships I'd consider fitting a cloak on for some situations.

I sometimes use them for point to point travel within low-sec on my battlecruisers. Once I get to the area the fleet is forming up, I deactivate it. Once the fleet is over, reactivate it for the 6-8 jumps home solo. This way you don't need a scout. You definitely don't want it active for combat, as its too big a penalty to your targeting.

To my knowledge, sig penalty exists anyway whether the modual is on or not.

Do not fit a cloak on your drake, because you should not even go solo with that useless ship in null sec. Go win EVE some other way.

wow funny thread. Cloaks and great for solo sometimes. For a drake i would say no, unless you looking to only kill ships bigger than cruisers. Its more useful on some crusiers like vagas, where you can cloak in a scan spot and stalk vitims and gather intel but beable to be right on top of someone in a instant when the time comes. If you want a cloak the only thing you really need to ask yourself is 'can i target my prefered preyf fast nuff with mininum dps loss'. If so just fit it w.e. A lot of people just spend to much time on battleclinic and think any fit thats not top rated of battleclinic is crap. Cloak has its buffs and pentalies just like a lot of modules.

I should have been more precise with my word choice. I online them for travel, and offline them while involved in combat. Then when the fleet is over, I online it for travel again.

Well, then I'm an idiot. Doesn't draw CPU or PG when offlined, so I just assumed the targeting delay penalty went away too--never really noticed. I wonder if an off-lined MWD still provides the cap penalty? Or some of the other modules that provide penalties (nanos, i-stabs, cargo holds, etc.)
To the OP then, the answer is "no", unless you're just using it for the cloak-MWD trick from point A to B.
I guess as much as I rail against EFT-warrioring, I should have done some in-game testing myself. Sorry folks, I was wrong.

Yep, all passive penalties apply, even when the cloak is offline.

The cloak is special in this regard. it would be too easy to side-step the intended disadvantages if the penalties disappeared when it was offlined. For one, onlining a module in space takes 90% of your capacitor. This is a huge disadvantage to onlining a MWD in space. You are vulnerable during the long wait to recharge, making it risky to do this.
There's no risk to waiting for capacitor to recharge after onlining a cloak. :) Just cloak up.

I keep one fitted in case I need to sit in place for more than two minutes. Safe up cloak up.

I ran into a Cloaking Gallente Thorax yesterday from CAPC0.. I suppose he was on a PVE mission in a short range blaster T1 cruiser. 
As a side note, I wish I had a cloak fitted to my Drake yesterday. Was running from some of your Gallente buddies whom wanted to have "GF" with our 2 BC's vs your 8 or 9, when I accidentally ran into 8 or 9 other meanies that didn't appear to like my lovely sec status..
They did say "GF" so it was all good, but damn where did I put that cloak..

Cloaks do help in pvp. They let you escape when you jump into blobs. They let you comfortably hide from blobs. They let you sit undetected in ratter systems while you wait for the stupid ones to decide you're not a threat and come out.
The problem is the drake can't take advantage of that. Its a slow ship that because of its brawler nature prefers to fit a scram.
If you jump into a competent gang with two dictors or a double bubble dictor you'll probably die even with the MWD + Cloak +Warp Trick. Cloaky vagabonds can escape but they are three times as fast. You will still probably survive jumping into small blobs and idiots if you know what you're doing. Still, not optimal.
For catching ratters the drake is slow. You can compensate by fitting a warp disruptor to make it more likely that you'll land in range of the target, but you have to sacrifice something to fit that, and then preform more poorly in a brawl.
I'm not saying you shouldn't fit a cloak. I'm just pointing out the downsides.

They work great if you can get the other guy to think he can win and engage you at closer range. You're not going to be able to catch a guy who never wanted a fight, but you weren't going to catch him anyways.
