If the objective is to have pvp in empire, then a wardec for any or no further reason is a strategy to reach that objective. If you dont want empire pvp then a wardec is probably a bad idea and no doubt would be a mistake in strategy if you accidentally wardeced someone. umad? Also, I hate to repeat myself, so just review the original post you quoted :P
