Armor tanked loki is the best webber in incursion sites, think of it as a heavy tanked rapier (buffer) that works well in fleets but can do nothing on its own.
loki dps is so freaking poor its not even worth fitting gyros on the lows.

Yes, I know this has some odd choices, but iskies and available modules made that so. (I'd like a gist booster, but this one was 200m, gist C is a bit more)

723/1347 omni tank 33kehp, 968DPS/1949 volley, 591m/s 9.1 s align time, sig 240m
Like I said, this was made to compete with a loki, but is a different beast altogether. If you want a tanky none too fast dps ship with significant sig, go with this setup, if you want a small, fast, sig tanking beast with a bit less damage (and I do want that, eventually, I'll just have to have a clone with lg halo or snakes) then it is the loki you want.
Of course, I am solely speaking of PVE

I'm going to assume he means armor-tanked, where you're committing a lot of slots to covering the holes in your armor, because then you're talking 1 or 2 gyros and a single tracking enhancer.

Loki excels at sniping. It's probably the best cruiser/BC sized sniper, for raw alpha damage at good range and tracking.
For all other PvP there are other ships that can do the same job cheaper (Hurricane, Vaga, Stabber Fleet, Cynabal) or for the same price better (Tengu).

This is pretty much true. I used to use a SNAC Loki and it's alpha was glorious (around 3000-3500). Right now I'm using a hybrid Loki, the command ship "Rapazu" with 60km webs/40km point with skirmish warfare link/mindlink. This is also counting cloaky and interdiction nullified.

Loki is pretty versatile and for once that is a good thing:
