What would be "more serious consequences"? That is to say, what could/would CCP honestly do? Take away their POS and give it to the decing alliance? Point is a slap on the wrist is well worth getting your pos off the endangered spices list. Twisting current game mechanics to this end is or should be an exploit. Barring it is the only answer, not the idea of intended action after the fact. IMHO a Concord approved paid wardec is not griefing it is a far cry from can flipping, and comparing the two is absurd. Any Alliance/corp. experienced enough to have a pos in high sec should have the presents of mind to take it down during the 24hr period CCP already grants them. If they choose not to then to the victors go the spoils, and let the tears flow.

I have done some POS ops with my group and have encountered the same thing. Even gone as far as petitioning corps who suddenly drop because, while their corp descriptions are full of 'we pvp', drop at the first hint of a war dec .
The whole war-dec mechanic needs a overhaul.

How so?
Is it a challenging to get 20+ people to waste the better part of a day shooting a POS?
Do you get "phat loot" from labs being fed prints from a station in system?
There is no economic incentive, you are better off ratting/mission whoring if ISK is the objective.
Shooting carebears has never been and will never be a PvP exercise which just leaves 'Da Grief'.
Being in it for the tears has certainly been enough in the past but if that is the case then surely shedding ones own over shoddy mechanics is bad for the tear ratio .. just sayin' 
Better Part of a Day? It takes maybe an hour to reinforce a Large POS with 20 or so people. When it comes outta reinforce, it takes less then an hour to finish off the pos/mods. You dont need caps to smash a POS, although it helps.. two words 'Torp Raven' or 'Amarr Battleship'.
This is an exploit, its not legal or intended. Do this, and a Polaris Shuttle will make fireworks out of your giant space *****.
