I seem to recall in a thread Chibba mentioning the potential of putting Macinaws stuffed with ore into Oracas yesterday & now this:

fyi this was pretty necessary considering that a Rorqual (and an Orca, to a lesser extent) was capable of moving amounts of ore that would otherwise require a freighter "WeGÇÖre a professional Merc Alliance, like PL" ~ snot shot, 2012 |

It's in the same Dev post where you got your info that it is a bug.
edit: Which is the same post that confirmed that it's an exploit to park aggressed ships in an Orca to break tackle and save your pod without transferring aggression to the Orca.  |

oh, no they managed to 'fix' that bug about a year and a half ago, at least in high sec. It benefitted people who bait mission runners, so OFC it had to be patched (in true CCP fashion - half-assed; multiple times).
I'm just wondering how long its going to take for them get off their asses and finally synch up their code for all these 'new'' cargo holds that seem to be popping up.....
New Mackinaws can hold 35 blocks of ice, why shouldn't they show up on scans or drop on destruction?

No if they would just change the Orca and rorqual after the size changes to the Mackinaw.
Bigger Ore holds with smaller cargo bays would be nice. Any Spelling, gramatical and literary errors made by me are included free of charge.

No drops? Because the Ore Bay implodes upon destruction of the ship. Then the ice melts and scatters out into space.
You could harvest it, but you'd need the Giant Space Sponge mod and the accompanying Sponging Up Space Water skill.
You see? There is always a plausible explanation for everything. |

The Orca is very versatile. Making large ore bays and small cargo holds would not make it any better for ore because total bay size would most likely be the same or close. That kind of change would be at the expense of it's versatility in terms of hauling generic cargo. |

Yeah I like my 200K + ehp (with an x large asb for giggles) non scannable Corp hanger Orca hauler just the way it is.
Hauled 10B in goodies out of Jita with it today while posting on another forum. Really should have split the haul up with my Viator though, gettin sloppy.
In fact I like it so much I bought a BPO and all the Cap components BPO's, that was about 6B of the cargo.
Hmmm, I wonder if I could fit a target breaker on it.

Oh, plenty of people have been 'mentioning it' and 'seeing it' this obvious inconsistency as a bug for quite awhile. But I guess suicide gankers don't count.
Ninja ship-swapping in an Orca was around for 3+ years. But mission runners hated it. Eventually CCP retroactively declared it a bug and patched it. Likewise with highsec GCC'd pilots bailing out of doomed ships.
A 'hauler' that can move ultra high-value goods without anyone else being able to scan it, recover it - or even know it was destroyed in the explosion via KM - while every other hauler in the game has those significant disadvantages. No, thats not unbalancing. 
Especially in the case of the new Mackinaw. With the added EHP, loot drops are more important to the budget minded ganker. Yet....Old Mackinaw, 10K+ Cargo bay, drops loot. New Mackinaw 35K 'Ore' bay, nothing drops.
Why? Its certainly not logical or consistent - especially when ship destruction is 'supposedly' the core of the game. Fuel bays should drop fuel, ore bays should drop Ore, Corp hangars/Maintenence Bays should drop 50% of whatever is stored in them.
