Just guessing, but it seems to me that when you re-align your attributes once a year, the attribute points that came with your char cannot be reassigned, leaving only the attrib points you trained to be able to be moved.

It's a bit of a problem with the dual use "base points" have seen over the years. Right now, the base points are the 17pts you have in each attribute (85 total). On top of that, you have 14 remappable points. On top of that, you have up to 5×5 implant points.
What I think they're referring to is that in the UI, some of the base points (according to this division) were marked as remappable, when in fact they were not. In the old system, it showed up as 4 white boxes (signifying unmappablebase points), 1 green box (signifying a remappable point) and then additional green boxes for the remap points you had added. The problem was that that first green box was actually a base attribute point that you couldn't remap. I seem to recall that this display error carried over to the new system, so it looked like you had 16 base points, one remap point that you couldn't move, and then your normal remap points. To make pilots have to travel longer before they reach safety, obviously.
More importantly, though, "It is no longer possible to use Electronic Warfare effects against starbase structures." me too patch is borked for mac,,, as expected :(
