This has never been suggested before.
Our world has lots of prisons (duh). We try to locate them in places prisoners have a hard time escaping from, especially for the more dangerous ones. In the age of super easy space flight, it makes sense there would be at least 5 space based prisons in every empire.
The game mechanic comes in two parts
Adding Prisons Prisons would be seeded at "scenic" locations throughout the universe. They range from minimum security (prisoners get to live in little communes under guard) all the way up to maximum (24 hour confinement, bread and water, shower once a month, no communication, etc etc).
Prison Agents In our world there are prisoners who communicate with, and sometimes even continue to administrate, their gangs while in prison. Much like legitimate agents in stations, you could make contact with prominent prisoners for "jobs".
These jobs will pay well and will have three main types:
- Assassination: For example, El Azteca wants some punk who was recently released pwned and gives you his location.
- Outbound Smuggling: Example, Bubba Brotha wants 10,000 units of blue pill delivered to a civilian base for sale.
- Inbound Smuggling: Joe the Reaper wants a new flat screen TV and a steak dinner. Get it to him.
These would pay quite well, 10x as much as the average l4 mission, but carry a huge risk: Your neighborhood navy may not like you if they discover you're aiding prisoners in comiting crimes. If you are caught you will receive a significant LP and standings reduction.
Also, there would be a skill that needs to be trained "Prison Dynamics" that is required to interact with inmates.
Level 1: You can dock there. Level 2: You have access to agents in low security prisons Level 3: You have access to agents in normal prisons. Level 4: You have access to agents in max security prisons. Level 5: You're so good at prison interaction that you can get a storyline mission!
Storyline Mission A prison story mission involves a massive event like breaking someone out of jail and delivering him to his safe house. For example:
Jackel has escaped his cell and requires immediate transport to Nennemalia II, where he will be collected by his gang. He is extremely volatile contraband and is extremely risky to transport in hi sec, but if you can get him out you will get truly epic payouts.

I think i like this new masternerd guy alot better than the old one. But take to to features and ideas. They have their own forum for this kind of stuff. and further more why do i even need a sig? |

[rant] As for the prisoners giving missions(haha if serious), I'm sure a prison would restrict communication coming from the prisoners, the prisoners wouldn't be able to contact ruthless demigods flying around if they would be able to communicate, said demigods wouldn't be the best bet to try and smuggle a .005isk tv(lol seriously, seriously?) into prison, the amount of isk involved in a standard mission would be enough for anyone to break out many times over, a criminal band wouldn't quite trust an administrator in prison to still be administrating directly over their affairs like drug trafficking over the prisons communication network, this is a bad idea and you should feel bad, a new skill thats required to even interact with agents is just... wrong and training it to level five to even have a chance at receiving a storyline mission, having a fair chance of LP and standings being taken away if caught even doing regular missions isnt even done with two empires at war with each other, having higher levels give "10x as much as the average l4 mission" are called level 5 missions, rather than give "truly epic payouts" for freeing one person a criminal organization would rather have him killed(isk is worth a lot more than you seem to be assuming), the entire idea is ****ing ******ed, "scenic" locations are not in general good places to have prisons, why would prisoners be able to covertly make 10,000 blue pill units but not have a reliable method to export the products from the prison and rely on crazed demigods who are as likely to steal the 10k as destroy the prison, there would be many many times more than a low five prisons in each empires space and **** you learn to use the search function before claiming an idea has never been proposed in the forums before. [/rant]

Except CCP needs to fix smuggling mechanics and a few other things for some of that to work as we all know, it won't ever be until it's exploited.
