One and probably 2 are going to be removed today
Question is when do they respawn we had 7 now down to 6 no new incursions yet do they only refresh at dt or is it dynamic ?

There is no documentation regarding the respawn mechanics of exploration sites, other than what the players have determined on their own.
Since we have not seen a new Incursion spawning, we don't even have a single data point from which to make wild assumptions.
You could log in to Singularity to see of new incursions have spawned to replace the one that faded away a day or so ago. Alternately, spend the next few hours working on a portrait, since you will shortly be given a chance to modify it if you don't like it.

I would expect at downtime as theres probably node allocation that happens for incursions differently than normal systems.

The funny thing about the current incursions is that the ones in 'unsafe' space are completely untouched 
The reason is probably pretty simple... 0.0: People want to PvP, not PvE LowSec: People want to PvP, not PvE HighSec: People want to PvE, not PvP
So, most likely, the ones in null or low will (almost) never get touched and simply sit there for a week until they go away...

yeah the high sec one will simply move high sec locations maybe after dt so the 00 ones might sit there for a year

And if you read the thread it's "when do they respawn" not "when was one taken down".
No respawns have ever happened = no data = nobody knows. Yet.

speculation only occours becasue ccp is so tight fisted with the information as simple as that, speculation makes em respond reply and fill the void. This is also how exploits go undetected because they dont put info out someone finds an exploit and it goes unoticed till it blows up

I have to say that I was wondering this last night too.
does the completion of an incursion affect respawn?
if completing one just means that another one appears sooner (maybe in the next-door constellation) then 0.0 will have less incentive to complete them. If it's only a minor nuisance where it is now, leave it there- if we clear it, the next one may be somewhere critical.

a few points here - only one has been removed the other 2 high sec ones are slwoly going down
After dt we will see if its a delay, a set timer or a dt refresh thing
Low sec ones remain at 100% and unless theres a max time a area can be infected they will simply stay there indefeintely - Perhaps low sec killing the sanshas in the belts could push the totals up to 0% the final site would be a mothership
Same goes for null sec would appear thta the incursion sites are still at 0 meaning no one is finishing them or someone is farmed them found them usless and the empty space of the drone regions carries on

Aren't sanshas actually better rats for that area?

Incursion belt rats have no loot, give no salvage, and have no bounty of any form attached to them. On the other hand, they are very nasty compared to the rats that are normally there.
So yes, sanshas are better rats for those areas :)

Well no one lives in drone regions but some groups claim large slices of the territory. Drone regions are antoher thing that needs reworking but ccps focus is to narrow anyway

So... I guess we're just pretty much stuck with a few fleets doing all the HS incursions and then having to wait for days to maybe get to get in one . Why isnt this set up like WH's, once one is completed the next one spawns shortly afterwards?

For the answer look to FW.
Basically the spawning mechanic is broken and CCP have a hard time listening to people who tell them this.
Once you've closed the plex and forced what respawns are possible the system will break down and you won't get any further plex until downtime the next day.
When? CCP fix this FW and Incursions will both be playable at any time of day regardless of downtime.
