After downtime many bubbles go offline, it's been a common occurance throughout eve. It has to do something with the interference of the bubbles overlapping the POS shield. CCP did not offline the bubbles.
Instead of complaining about it, perform your own research. Take the scientific approach to this hypothesis of "IT batphoning" . Go to a system in which you have a mass number of POSs established. R4pe cage all the poss with roughly 4-5 t2 large bubbles each. I'm not exactly sure of the number of bubbles you had thrown up in 6VDT, but I'm sure it was 40 + . Shoot for a number of bubbles close to this +/- . Once you have established a nice **** cage throughout your system, wait for downtime. As soon as downtime is over, log in and research the situation. Many of the pos bubbles should be down due to conflicts of POS shields/bubbles. Take note of how many were actually taken down then make claims based off of your experimental data.
Dek Co. fcs are also aware of this glitch, fyi. Many of the bubbles should go back up after a minute or so.

Well, I just cancelled the subscriptions on both my accounts. They're for 6 months at a time and just went through so CCP has about 6 months to figure this out if they want to keep me as a customer.
This isn't a /ragequit (I know you're all thinking it!) because the effect on me personally is quite small. (I missed out on some killmail? There are always more!)
Instead, I look at it this way - having played many mmorpgs I realize that the value of a character or assets in game is artificial. I could set up my own server for many mmorpgs and simply edit my toons to make them into godmode (instantly destroying their value). But anyone who has used cheat codes knows that it wrecks the game really quickly, no matter what the game is. The value in achieving anything in EVE, or in any mmorpg, is the fact that the only way to achieve it is with time and effort and skill.
If the value of achievements in EVE is reduced or eliminated by allowing GMs or Devs or whoever to simply "/level 90" or "/makepos" or "/offline nmebubblez" then no achievements mean anything - that synthetic value is destroyed. This effect is, of course, magnified when there is only one "shard" and the events occur on the one and only live server.
While I think ruining someone's life by firing them seems a bit harsh, CCP still needs to get this sorted ASAP to maintain their playerbase/customerbase. That might mean some employee discipline, but that is a business decision that is fairly independent of the playerbase; what impacts the playerbase is the in-game actions CCP takes to rectify this bug/employee-malfunction.
I'm not sure why anyone working at CCP would do this particular action if they wanted to help some group of players, or, for that matter, why they would be motivated in the first place. If some rich **** somewhere pays a million a year for special privileges in game to CCP on the side, then they will lose that income along with the playerbase - when word gets out players will /ragequit (like me!) and then that rich **** won't want to pay anymore since there he would be the only one in an empty universe.
I suppose logic doesn't really apply here.
