IE: in the case of a 0.0 alliace or corp you must register kills IN 0.0 (not just in Jita, Rens, Amarr, etc) or the cost of maintenance increases exponentially and rapidly to the point of ridiculousness. A war should be, well, a WAR, it should be fought to dislodge the target from wherever they actually are.

The die hards will be able to sneak past with their instas, othes will have to slowbot.. more targets, more effective gate camps.. awesomesauce.. IMO

IMO Uh, that wouldn't encourage lowsec pvp, that would just have more people avoid lowsec shortcuts. If you want more pvp, encourage more hisec carebears to get into it and enjoy, have a system in game to make PVP not look like a evil death trap. Your system does not increase the pool of willing pvpers at all but will instead decrease the pool of lowsec travelers.

Maybe they should make war-decs cost twice as much to see what happens.
