But seriously, it's not impossible to build a scale Phantasm, it's just realistically infinitely unprobable to accomplish alone.
A structure that size requires a hell of a lot of metal, it also needs proper support, after all it's the size of a very large skysc****r, which means a huge understanding of engineering.
You'll also need to know how to work with metal and scrap won't cover all of your needs.
You'll also need heavy lifting equipment, such as access to cranes and heavy load bearing trucks.
Oh and of course scaffolding.
...and people to assemble the scaffolding, hell, people to assemble the whole thing really... because if you can be in several places at once building this thing then you are in fact a mystical being.
None of that comes cheap, so you'd need to raise a few hundred thousand at least, realistically a few million. You can't sell it either, so this is all none profit... which means loaning the money is out of the question as no one would invest.
I was serious with the pod suggestion idea though, it would make for a kickass EVE gaming setup.
Would be similiar in size to one of these, although if you wanted the same hydraulic system you'd still need a few hundred thousand unfortunately.

I would seriously love to do this myself.. build a life size pod, equip it with the best PC money could buy, and play eve with a set of 3d glasses (not the ones you wear at the movie theatre, the VR type ones that track your head movements) a compete surround sound system, and voila! RL pod pilot!
(although the warp sound might make your head implode lol)
/me runs off to buy lottery ticket.
