Remember that broker fees are a function of the character's standing to the station owner (NPC), not the faction. As others have already pointed out, most career traders have already improved their NPC standing (Caldari Navy). And those that don't can readily improve their NPC standing. So I do not think this suggestion is a viable solution, even setting aside the issue of whether increasing taxes/fees would actually depopulate Jita (the point Caldariftw123 made).

The high security route distances for Gallente and Minmatar are already longer than those for Amarr. I have my doubts that increasing their length will accomplish your stated goal (see: AFK freighter autopilot).

Any evidence that such action would depopulate Jita? My gut tells me no, which at this point is just as valid a position. You seem to imply that making attractions for industrial and PvE careers will somehow move the traders.

An interesting idea, but it would amount to a huge nerf to the already fragile hauler career. Plus how does one determine using a cargo scan from where goods originated?
You've got some interesting ideas with what appears to be well-thought-out RP backing, but they seem to lack evidence that they will accomplish the underlying goal. I encourage you to spend some time thinking about that.
