The only reason this is necessary is because they screwed up the initial tech level 1 distribution. The worst thing that can happen to a market is when everyone is able to build anything they want by themselves. Granted this is not true of everybody but I think it is pretty close for the majority, especially any decently sized corp.
The initial supply of original blueprints should have been very limited. They also should have limited the number of copies that could be made or used the proposed copy use limits from the start. Because they failed to do this from the beginning, the market is flooded with too many manufacturers selling the same product. At the same time, corporations internally manufacture all the products they need for their own use. In addition, these same corporations mine all the resources they need for their production runs. So you're left with high supply and low demand for both items and minerals.
Furthermore, the pirate loot drops are making standard weapon and module manufacturing pointless. These items drop far too frequently and since they cannot be reverse engineered and standard items cannot be improved stat-wise, they become the standard equipment on almost all ships which further removes manufacturers from the economy.
The BYOM deals are just a workaround for poor market implementation. These manufacturers should just put out buy orders for the minerals they need and build the ships when they have enough. If a player wants a ship but there is no stock, they could sell the manufacturer enough minerals to complete the ship and then get a discount on the sale price. Unfortunately, you cannot see who the buyer is on a buy order and you cannot specify a buyer on a sell order so the above scenario cannot happen so you are left with the BYOM deals as the only logical solution.
