Sure they don't have as much jamming power but you can actually keep them alive in a large engagement. Besides, in most engagements there are only a few targets (cough logistics) that need to be jammed.

On the plus side for the fit would also stand the fact that scorpions have a reputation as "not tanked obvious primary", one reason more to go for a substantial shield tank and take the low slots for boosting ECM strength. But the most important argument of course is still that it is just WRONG to fit an armor tank on a caldari ship, it is just not right!
