These shortcuts appeared in the recent expansion. As far as I can see, they have exactly the same function? One would expect "Toggle lock target" to, well, toggle through your locked targets.
Or am I doing it wrong?

I have that shortcut, and most of the other shortcuts cleared out as 'bad ideas' but maybe this should be labelled "cycle target"? Thought I saw a cycle target button but am not seeing it now.
*edit - just found cycle targets in the navigation section instead of the combat section (wtf?) so yeah, not sure what that weird one is. However, I did get a bunch more 'dumb idea' shortcuts cleared out (the ones that would get you killed most of the time if you accidentally brushed them.)

I just found that if you hold ALT and use the left / right arrow keys, it'll scroll through your locked targets. Still doesn't explain what "toggle lock target" is!

'Lock Target' on a target that is not locked => Locks the target
'Lock Target' on a target that is locked => Does Nothing
'Unlock Target' on a target that is not locked => Does Nothing
'Unlock Target' on a target that is locked => Unlocks the target
'Toggle lock target' on a target that is not locked => Locks the target
'Toggle lock target' on a target that is locked => Unlocks the target
