All skills being equal, which is better as in isk per minute? Seems that the cost is about the same. While playing with EFT (all skills at 5) I get CNR with cruise missiles at higher DPS than Tengu. Mobs are Caldari derived ones.

CNR, no question about it. The ONLY time tengu can compete is when mobility is vital and/or there's a large number of small targets. Neither is desirable in the first place so...

The use of 0.0 may influence your decision. What will you do when hostiles enter the system?

Easy, as a rule of thumb, a ship should be aligned to POS, station or another safe at all times...
However, what would be the difference with Tengu? My understanding that both cost about the same with the equipment.

A Cruiser aligns and warps a lot faster than a BS, so in a Cruiser you can quicky jump between safe spots or planets. When you see the second hostile enter system, their scout may already have scanned you down and be about to uncloak and scram you. A Tengu will kill the scout a lot faster than a CNR.
Having to rely on POS or stations is not a sensible way to rat/nom in 0.0.

Having to rely on killing a hostile ship with PVE fit [whatever] is not a sensible way to rat/nom in 0.0. If a scout is going to engage you he's sure he can tank/tackle you so you're already dead.

There are several advantages a Tengu has over a CNR in sanctums. First, a properly fit Tengu only needs a 3 slot tank, as opposed to a CNR which requires double that, at least. An HML tengu with 4 BCU's and a bay loading accelarator II, outdps's a similarly fit cruise CNR. Lastly, there are lots, and lots of elite cruisers in sanctums. Rage cruise missiles have an ungodly explosion radius of 400+. So you NEED to run 3x rigors + TP's, and even then, a Tengu will kill them faster. Also, a Tengu is cheaper, and has some degree of gtfo.

There's no difference in how fast a CNR hits warp from full align compared to a tengu. If you get tackled you've screwed up already and a heavy neut will help you more than ample damage from a tengu.
Why would you not want to rely on poses? (stations I can see) Parrots, commence!

so a raven needs a 6 slot tank? I didn't know that 
and the HML tengu with 4x bcus and a bla II just barely out dpses a cnr's missiles, but hey add in the dps from 3x sentry drones and cnr is well on top. oh and that only counts with scourge fury missiles.
that said I'd still take the tengu for kinetic week ratting.

Cap mods count towards how many slots you're tank requires. It needs 3 hardeners because it doesn't have T2 resists, boost amp, booster + any cap mods required to make it viable. A tengu has to tank maybe 100 dps max, whereas a CNR will tank 100% of the damage output. Also, if you want to use sentry drones, I'll put on 50km HAM's and outdps the CNR + sentries by a mile. Also, he specified it was for Gurista rats, which is why I favored the Tengu over the CNR and made comparisons based on that.
