Sooo....Its okay to blow up little Johnny's Hulk the first time he undocks with it after he spent weeks earning enough ISK to buy it but you can't have a female Avatar that shows bare shoulders or cleavage?
Okay everyone, make sure you are not in your undies before you grief the carebears. We wouldn't want anyone to think Eve isn't a wholesome forum to kill charactors.

One side note.
I can possibly understand why there are restrictions like requiring a shirt. Okay, futk the style because of abuse. I get it. But. Why shoes are made mandatory as well? What's happened? I overslept the muslim world revolution or suddenly traveled to victorian age?

And, by the way, here in my corner of world women go topless at the beach and yet only wh***s would wear a bra and a jacket in the street
I live in Queensland, Australia, It is not uncommon to see a Bikini covered only with a jacket, Admittedly it is more common at Sunshine Coast/Gold Coast than it is in downtown Brisbane, but I have seen it there too. Although the fashion is tending more to the Mesh tops than the jackets.

I'm from Los Angeles. Nothing about these toons seems more risque' then what women wear to a club in this town.
I really do not see what the fuss is about.

So it's 8 in the morning of a wednesday and you dress yourself to go to a club. Also you make up yourself the same style. Because it's EVE Online's Incarna, Night Club edition, were p*a*r*t*y never ends! 
Shirtless avatars grew tiresome and boring very quick, and the same goes for blooming torpedoes, side shots and all the "ohmyigotboobs" stuff. And unlike user's childish stupidity, CCP could easily get rid of shirtless ladies.
That said, I somehow expect that sometime our avatars will get to wear things like skirts, dresses and the such. A variety of neckline cuts would be fine too.
