... and this is what I came up with.
I'm only thinking about standings greater than zero.
Seems to me that if standings represent Prestige/Reputation/Stature then to really understand what "Connections" is doing, it is necessary to think about the opposite of standings, which would be Loliness/Notoriety/Insignificance. Call it "Unstanding" for the sake of argument.
Within the context of the game "Unstanding" = (10 - basic standing as shown in the agent info screen)
Connections skill boosts EFFECTIVE standing
Effective standing = Basic Standing + 4% of ("Connections skill" * "Unstanding")
The modifier 4% of (Connections skill * "Unstanding") is the interesting bit.
For any given Connections skill level the the modifier is biggest while the character is very unsavoury becoming nearly zero when the character becomes extremely reputable. Conections V gives about 2 boost to a character of nearly zero standings while it gives nearly zero boost to a character of nearly perfect standing.
Am I on the right track here?

Another thing to remember is that connections applies only some of the time. If you're trying to get a new agent or reduce refining losses from standing, connections helps. If you try to get jump clones or reduce brokerage fees with the corp's stations, you use the raw standing.
