A floating isk toll for jump gates between regions.
The higher the traffic the higher the toll.
Tolls to be re-set after downtime to reflect traffic patterns.
no traffic set to zero and very high traffic set to maximum.
have wallet set for auto payment
have map display toll fees between regions
CCP can balance the fees if inflation is high.
Just a thought.

I prefer 100 ISK for each jump. Then prices of goods in the market will obtain different value.

so as a new player, you make some tiny 50 jumps and you're screwed?

And the purpose of this arbitrary toll would be...?
ISK sinks should have some sort of internal consistency, which most of those in the game do. This is just s way to squeeze money from pilots, plus as mentioned above it would inhibit newer players and travel in general. EVE had fuel costs in the early days which was removed as people sometimes had problems affording fuel if they wanted to fly around. This would have the same effect so not supported.

Eve needs two things badly, more isk sinks and more resource sinks (ie trit). The way to do this is to add crews and maintenance to ships. Little ships like t1 rifters for our noobies would have small crews and require few parts to keep running. Thus they'd be nice and cheap and of no significance to even a day old character. That nyx on the other hand should cost no less than 1B isk a month to have logged out at a POS, nevermind actually using it. If you fail to pay the bills, your crew mutinies and you lose your ship.

So from your post you are saying the toll is between the regions, like Forge and Sing Laison and not between systems in the regions.
So if the shortest route to Jita is a high toll road into the Forge region, cheapskates like me should find a back way into Forge to beat the toll, interesting concept.

What about if you're charged when you have negative standings for that faction? That seems a bit more fair and realistic.
Also, I'd love to see player-owned stargates. Then you could slap charges on those too.
(I'm also envisioning upgradable gates so you can fly capitals, building force fields around them as a layer of defence against invasions, etc. But that's off topic)

How about this? Examaple ISK Sink (only effective as a gimmick):
EVE-Cade
Play EVE-Themed Arcade Games and Mini Games to have some fun, and to waste time. It would cost a small amount of money per play depending on the game, but there would also have to be some reward involved to keep people from being a a total loss in case they don't have fun.

Fun to read but totaly unaffordable. Its easy enough to lose ships in EVE, even the most expensive ones. Players with lesser wealth would be totaly busted.

i can be isk sink just send me isk for every jump, im glad to help u in this service.
Today their is a bonusjump if u pay for 10 jump u get the most expensive for free .. : )
"Hey i cant pvp today have not isk to jump 20 jump"
Headlines on eveonline: Goons could not jump to xxsystem because it had jumped 10000 time in the gate before.
Goons say - alot of our pilot didnt have the isk to enter the system because of this we lost the battle.
IT say- we have no comment fronm any leader.
Rumor tells inside IT that they will use this taktic often.
Even ratters in 0.0 use this taktic to block system from pirats to enter the system...

we are getting an isk sink, its called incarna where we will pay rediculus amounts of cash for private strip shows at Bars/clubs
