Didn't read the replies, might have been said already:
Do youself a favour and get a few Cyclones to get a feel for the Sleip before you go lose it. While it's one of the better Command Ships, it will not be a solo-pwn mobile and struggles against most BS and does not outperform Tier2 BCs by much (for it's price). I'd personally adivse against it in any gang environment, as a buffer fit Hurriane provides similar assistance and should you even have 1-2 Logistics the active tank will be rather redundant.
In case cost is not a factor for you, go pimp it with faction/complex gear - should you rather want something cheap and affordable, stick with the Rupture, Cyclone, Hurricane or Maelstrom.
A (HG) Crystal set (also useful on the Cyclone and Maelstrom) and a few faction mods (definitely a good Shield Booster and Disruptor, preferably Gyros) in addition to blue-pills (when in lowsec/0.0) enhance the Sleip experience further and allow you to take on a wider range of targets. 2 Tracking Enhancers II are quite nice to keep your DPS outiside web range but don't bother with faction ones, they scale badly.
It's a fairly micro-management heavy ship, be prepared to cycle mods and heat status quickly and constantly overheat up to the last tick before anything burns out. Pick fights wisely and make sure there's a constant supply of cap boosters 800 in the regions you roam.
Should you fly it solo, make sure you never get tackled (scrambled or webbed) unless you're certain the target goes down before you do and does not call in help. Use your mobilty to your advantage (it's a fast ship, can outrun BS and most BCs). Avoiding anything with Neuts (large ones or from a Curse) is recommended, your DPS are laughable past 24km but you could not sustain anything resembling a tank while neuted, depending on how the neut cycle matches your shield boosting attempts and if you need to MWD or not.
As to the Neut vs Gang Mod question: When solo, take the Neut. It helps fight frigs or even break the tanks/tackle of ships you fight. Having a single gang-mod when you're just ganged with a trash-noob-alt of yours (to get the gang bonus in the first place, as you require to set a squad leader + squad member or a similar gang stucture), will not provide any merit for its cost (fitting and cap wise). When you really want to go for Leadership skills and like playing the gangmod-*****, go for the Claymore and be prepared to not actively fight and instead warp around safespots while your gang mates have all the fun. Also consider the existence of T3 ships - they are better at gang-boosting when fit soley for this purpose (really gimped in other regards but they can boost better than a CS, require less SP and can be used as probing ship, too).
I want to stress again that the Sleip really shines with the pilot and requires a lot of skill (not in SP but in one's experience). Watch a few Cyclone and Sleipnir PvP vids to learn from those before you embark on your journey to harvest tears. ;3
Good luck.
