For Gallente or Minmatar NPC corps, What combat based corps are best for NON faction kill missions i.e. pirate or merc missions etc? I am bored and want to get some missioning done for Minmatar or Gallente but don't want to have to refuse every 3rd mission because it's a FK mission. I'm also talking about standard missioning, not Storyline missions. Thanks...
A 2nd question as well. Looking at the various Agent divisions, which ones offer the fewest FK missions in general? I'm well aware of the percentages of "encounter/kill" missions. I'm just wondering which combat oriented divisions offer more pirate then FK missions.

its random..
some weeks i get enemies abound 3-4 times some months i wont get it at all.

For all NPC corps, of all factions, the missions available to you are random, and some of them will pit you against opposing factions (thus damaging your standing upon completion).
Combat mission agents will offer FK missions, there aren't any that do it less often.

OK thanks. I was kinda thinking that was how it works but I wans't positive. Will have to hit up mulitple agents then to make sure I have something to do when refusing FK missions. Been trying to buidl some standings with certain corps for refine purposes and trying to keep it balanced with ALL the factions...

I rarely ever get offered any Anti-Empire Faction encounter missions. Usually the only time I do get those offered is when I first start doing missions for a new agent.
I've done missions for a lot of different Agents in different Divisions and Corporations. I always decline all Anti-Empire Faction encounters and always accept all Anti-Pirate Faction encounters. I have over +5.00 Faction standing with almost all Empire Factions. The only negative standings I have are with the Pirate Factions.
I think the main reasons for rarely getting offered Anti-Empire Faction encounter missions is a combination of:
1) As the agent's effective Quality goes up, that agent will offer you more missions of the same type as those you have previously accepted and completed.
2) The encounter mission offers are randomly chosen from the negative Factions listed in your Character Sheet - Standings Section - 'Disliked By' tab.
There's probably a couple of other small variables that contribute to it as well but I believe the two reasons I listed above are the main contributing ones.
As for reducing the chance of getting offered Anti-Empire Faction encounter missions, I'd say the Civilian NPC Corporations would probably be a safer bet compared to the Military NPC Corporations.
I can't be sure so don't take that statement as fact. It doesn't really matter which Corporation or Agent I mission for, the results are usually the same. The exception is the Gallente Federation Faction. Seems CCP has given them the short end of the stick. I receive more Anti-Empire Faction encounter offers from them compared to the other Factions. The amount is still very little though.

DMC Thanks for that information. You gave me pretty much exactly what I was looking for in detail.
If indeed the encounter FK missions can be decided by your negative standings, I should just have a little bit to do to get my standings up.
The character in question has Gallente at -0.4 Minmatar at -0.2 and Caldari/Amarr at +2 each. If I do a few Gal/Min storylines then I should be able to get my standings back to positive and still have positive standings for Cald/Amarr (with a small decrease which I can handle). This should decrease any gal/min faction kill missions by at least a minor percentage, If I understand right?

Yeah, from my experience that's how it seems to work. Just have to remember to always decline all Anti-Empire Faction encounter missions. I even decline the storyline if it's Anti-Empire.
This Faction Standing Repair Plan will help increase positive Faction standings as well as repair negative Faction standings.
