Question is as stated, which would be better (given its for Seige Module boosting ofc).
Lvl4 mission running setup is Main does DPS (BS with T2 weapons) and alt flies command ship as Gang booster, alt does not hugely contribute to DPS and can be left alt-tabbed out (on watch list incase anything goes Pete Tong) as crappy internet and crappy laptop struggle sometimes in the evening with dual boxing.
Alt is longer away form Vulture than Tengu (alt has almost no gunnery skills but 4.7 mil of SP in Missiles) so I was thinking that a Tengu(10 days to get Strat Cruiser and Modules skills all to IV) versus Vulture (74 Days to get Vulture and decent T2 rail skills) is a better option. I've got zero experience with T3's but looking at the modules etc. I'm thinking that the following would be how to fit the Tengu (Subsystems wise)
Defensive Susystems: Warfare Processor Electronic Subsystems: CPU Efficiency Gate Engineering Subsystems: Augmented Capacitor Resivoir Offensive Subsystems: Accellerated Ejection Bay Propulsion Subsystems: Fuel Catalyst
Fit 3 x Seige Warfare Modules in the highs, couple of HM Launchers, Shield tank etc.
Amways would this make any sense or should I just suck up the training tinme for a Vulture?

T3 gives better bonuses than a fleet CS, the only reason to ever fly a vulture over a tengu is if you want to have some proper EHP going, either for pvp in fleets or perhaps when you DC in missions. Thing is that as long as you do missions that favour a T3's resists you'll have enough EHP, would you do missions with lots of EM it gets a bit different.
Also, gang link tengu's are easy gank targets.

If gunnery is all that's holding you back from the Vulture, you might want to take a look at how many missile slots it has. And considering how fail hybrids are... ;-)

True Liang, but me h8's unbonused weapons . And jesus do I know how fail hybrids are atm.

If the primary purpose of this ship is gang links, is it really that difficult to work out that 5% > 3%?
.... yes tengu is better for gang links.
If you want to tank the full mish agro with this ship while running around in an untanked gankmobile of some sort, then you probs want the vulture.

If you fit more than one Link your tank will be degraded, as well as your dps.
I did Lvl V missions for a year (hi sec)using both the Vulture and Tengu. my preference is to sit it at a safe and max out its link capacity, 5 links for a Tengu, 7 for a Vulture.
For the Tengu go for the 3 shield links, 28.1% boost with Mindlink, add the AB velocity and Sig reduction skirmish links 15%, which will help your fleets tank as well.
The 7 links on the Vulture give more options, Painter and web boost links for example.
If you are in hostile space you can make a 3 link Tengu unprobeable.
Now I am WH based and use a 5 link Tengu parked at the POS.
If you really want the booster contributing to Dps, look at the Nighthawk, it doesn't have the CS bonus but it does have 5 light drones which can be set to assist your main. You will still get 22% boost with mindlink.

Untanked Gank Mobile will probably by a Machariel, and yeah I've used my CS as an aggro grabber before (Damnation FTW!) Missile fit Vulture it probably is then.
