Thats because the omen is terrible. Horrendous, even. A laser thorax is better.
A lifetime ago I used an arbitrator to start my exploration career, mostly as a cheap testbed to learn the mechanics. A pilgrim is in many ways better, but there is no actual DPS difference between an arbitrator and a Pilgrim, so don't feel discouraged. The Pilgrim's advantages are mostly convenience (better tank, more utility, cloaked warp) than they are to making a difference in your income.
For an all-in-one exploration arbitrator, I would reccomend something along these lines:

Swap out the hardeners to your racial rat types. The fit isn't quite cap stable, but you don't need a permarunning setup anyways. If you did want more cap, you can obviously rerig for it. The trick to completing harder sites (like 4/10) is to use your range advantage with drones. Most rats really can't shoot that far, so simply stick your drones on the enemy and afterburner out far enough until you can tank the little damage that makes it to you. The drones can clean up quite fast while leaving you safe. The single gun allows you to grab full room agro easily, protecting your drones.
Your completion time comes down to your drone skills - there are much faster hulls to complete sites out there, but for a T1 cruiser, this is actually a pretty tough fit to beat.
