I was informed perhaps incorrectly that using NPC alt scouts directly violates the EULA under recycling alts.
I undock from stations I suspect are camped with this guy before logging my main into local. is this legal?

The only thing you can get flak for is if you do something that drops an alt's sec status to a point where he becomes unusable for your goals, and then remake doing it again. It's kinda difficult to prove unless there's an obvious MO happening.
There's nothing wrong with remaking character.

Yes it's perfectly within the rules. The recycling issue comes with biomassing a char over and over.

Provided you don't aggress/scam/harass anyone then you can legally biomass the character every day if you wish. Circumstances vary but if you don't have any dealings with anyone then you aren't in breach of the EULA if you bin the old character.
tl;dr don't talk to anyone, don't trade, don't shoot and you can do it whenever you want.
