Hello, please may someone tell me how much time it takes to be able to fly Tengu for fresh character? No need to be master of Tengu, just to be able to do L4 missions. (I am a bit lost in the skill training simulator tool as i have no idea what systems, subsystems are needed.)

It will take you around 80 days to take a Tengu to Lvl 3/4 in all relevant skills, including the lvl V prerequisites.
Thats with T1 launchers, AB, T2 shield Boosters etc. Includes weapon upgrades 4 but not Adv Upgrades.
+3 Implants and Remapped to perception/Intelligence.
No idea if that results in a bullet proof lvl 4 mission runner, but as an all Lvl V Tengu can solo C3 wormholes and Lvl V missions I guess it should be ok.

This character started with Electronics and Missile launcher Op at lvl 4 so add a day or so to the end date.

To take most useful of these skills to Lvl V will add another 100 days, and a further 100 days to max them all out.

Don't undock in the tengu until all subsystems are L5 and you have Tech 2 heavy missiles fit.
Youll be much happier.

A bit overkill for lvl 4 missions don't you think?
The same could be said about any ship, nice to have but can wait.
The Offensive and defensive sub skills would be the 2 that would benefit the most from Lvl V to start with I guess.
T2 Heavy launchers I would leave till everything else is at 4 or 5.

also be sure to fit and use a Damage Control Unit II at all times and not mission in or near major mission hubs because you might be targeted, its a favorite target of suicide gankers since most people pimp their tengus and simply based off of that information suicide gankers might pop your ship without bothering to scan your equipment

Yes around 3 months should be sufficient. To start with.
However keep in mind that L4s can be tricky and you don't want to lose your ship (although you may be an ISK trillionaire). Try to train some navigation skills too and stay at speed (a substantial part of your rank is your speed/size); the offensive subsystem at V is recommended too and it's only a rank 1 skill anyway and adds 12.5% to your kinetic missle damage.

DCU is useless against determined ganks, and the danger is highest in certain very popular systems and the dead-end ones with only one exit gate.
And if you're going to do L4s for the ISK, go for faction launchers with their higher ROF and much cheaper missiles, the Tengu goes through massive amounts of ammo.

+1.....even offensive 4 is okay. But 5 highly recommended to squeeze as much dps as you can from the the tengu. EFT will show you the effects of all the 5's. Pick and choose benefits.
You are looking at tight fits on tengu as well. WU 5/AWU 4 a nice to have. have some fits I am almost pegged for cpu and pg even at this level ( not a big fan of the pg and cpu grid subsytems...that's all they do is boost those grids, I like my subs to do more fun stuff). I also tend to be a cheap runner and try to t2 as much as I can so they use more resources, ymmv. Again eft you ideal setup and see what problems you might have.
