Everyone knows they occur in a true sec -1.0 system. But my question is, can they occur elswhere in 0.0?
Has anyone ever had an officer spawn in say, a -.7 system? Remember, I am talking about officer spawns, not faction spawns.
Anyone know?

They can anywhere in NPC 0.0 space (ie stain, curse).
They can also spawn ANYWHERE in delve, because delve is a broken region and CCP has never cared to fix it since BoB originally took power.

Not sure if you read the patch notes, but they are now considerably harder than they used to be since game launch. Good luck finding/killing even the lowest ranked ones! But faction spawns are still easy.

I know that even in high sec every now and then you see a spawn where one rat has a unique name, and when killed drops faction loot and sometimes implants. Is that what you mean by a "faction spawn"?
Once one dropped a snake omega implant for me. In a 0.6 system. I sold it and bought an Obelisk.

As far as I'm aware, Officer spawns can happen in any 0.0 space. The likely hood of that spawn increases as the true sec decreases. NPC 0.0 space is all treated as -1 true set in this regard.
I personally have never seen an officer spawn outside of NPC 0.0. That said, I have been in alliances and corporations where players I've flown with have reported officer spawns in the SOV space.
They key to remember is STOP CHAINING! Most people when ratting keep the good spawns so they grow back. It makes you more isk when you rat, but if you don't wipe the spawns you can't get a faction / officer spawn.
So go find a 0.0 system, and rat until you're sick of EVE and you should see an officer spawn.

The wiki says that officers have a higher chance of spawning in NPC home systems, this seems to imply that they can spawn in other null sec systems aswell. The wiki also says the chance of getting officer spawns in non NPC home systems is so low that chaining rats is more profitable then clearing them, while clearing may be more profitable in NPC home systems, which again seems to imply that they spawn outside the NPC home systems.
I've seen a post where a person proving that it's only possible to get officer spawns using the clearing tactic used 40 hours before getting a officer spawn, but with random being random it's hard to say if this is an accurate assessment of how rare the spawns are.
If you are hell-bent on finding an officer, checking belts right after the server reset may increase you chance of finding an officer. From what i've read it's random what the server spawns in the belts after the reset, which includes the tiny chance of the officer spawn, which means all respawns after the reset has the potential of being officer spawns.

I am not so sure I've never seen ay confirmed reports of it happening outside of npc controlled space or there region, I;d like to think it was possibl ein any -0.75 but Ive never seen it or witnessed someonce claiming to have killed one in it.

Totally wrong and not true. Officer spawns replace the existing spawn in the belt. I have seen it happen with my own eyes. I have found around 12 officer spawns and I chain.

same with factional spawns OI thinktoo as I have chained belts amd still found factional spawns apear in them. |

You are right, but chaining will greatly reduce the chance of special spawns.

Faction undergraded scum you can get them at every single belt from 0.0 to 1 sec status.
If you're lokking for REAL officers then yes, your better chances atm and from the infos I can get is about 0.1 but I must be honest: I've never seen one and belive me i'm hunting them. ________________________________________________

Totaly false. Since the officer/scum officer (faction loot k?) is a pre determinated chance rate spawn.
Secondly named officers never I really mean NEVER, will NEVER spawn in high sec.
If you're rally lokking for purple loot, atm my best infos tell me they spawn more easly between 0.2 and 0.0, but can't confirm since i've not seen one of those scum's already. ________________________________________________

You are mixing commanders with officers. But anyway, the quoted poster only tried to sa that even if you chain, you can get officers.
Faction spawns (Domination/Dread Guriastas/Shadow Serpentis/True Sansha) can happen even in high-sec/low-sec. I've also witnessed it, however I only witnessed it in 0.4 and below, but I've seen many reports of it happening in high-sec.
Spawns in belts (seen it in 0.0 only as I never rat in high-sec/low-sec) sometimes warp off if you don't kill them, and a new spawn comes. I've seen it so many times.
As for officers spawn, they indeed spawn only in 0.0. But as the wiki says, anywhere with Guriastas SOV. 6 years ago I was always told they cannot spawn in Tribute for example, only Venal, because Tribute was under Forsaken Empire then. The SOV must be of Guristas/Cartel/Sansha's. Don't know how things are today with that, but people say they spawn in other regions other than faction home region.

I got an officer spawn once during a brief stay in the Fountain region. I do not remember the exact system I was in, but I do remember I could find Mercoxit there. I almost left the belt because the rat had an actual name and I thought it was another alliance member for a moment.
That's the only one I've ever seen and that was a few years back.

Estamel spawned in Nonni once, but I'm pretty sure that was a bug. 
Don't think he dropped anything or had a bounty paid out to the person who got the kill credit.

I was flying a zealot, after 20 seconds or so I was in half armor so I had to warp out (of course I didn't even dent his shield). I returned and he was gone. After a few minutes a blue tengu came into the system. I told him what happened and we searched all the belts until we found him again. We were unable to take him down. He called in support from another system. Finally, we had 2 tengus and a zealot ready to take him on. The tengu that joined us was tank fitted so we had no problems taking him out after a minute or so. He dropped a Modified Large Shield Booster and around 8 Dread Guristsa items. "Thon Envy" had a twenty-one million isk bounty on him.

As a former resident of Vale of the Silent, my alliance and corpmates in Majesta Empire fairly regularly got officer spawns in some of the lower true-sec systems in Vale. These are player sov systems with true-sec of -0.75 or less. These officers were Thon or Kaikka, I did not ever hear of a Vepas spawn, and I know that Estamel, the lovely dame that she is, only ever spawns in Venal. I assume the same may very well be true for other factions but on this I am not sure.
I believe, however, the chance for officer spawns is much higher in NPC space, like Stain, Venal, Curse, Great Wildlands, etc. I took a pvp/bearin' vacation to Stain for a few weeks and a corpmate who came with me got two officer spawns there inside of a week, the lucky git.
Fountain and Delve (and perhaps Querious as well, but on that I do not know) all have broken true-sec, and their actual true-sec is all -1.00, like NPC space. This means that you can chain rats in the belts up to 1.85 mil bounty in every system (which normally only appear in -0.75 or below systems) and have increased chances for faction and officer spawns.

So, I've heard many reports that Syndicate does not have a chance for Officer Spawns. Is this an exception to the NPC Space Rule? The rats are also pretty terrible bounties so I wouldn't be surprised if the truesec of Syndicate is not -1.0 _______________________________

Syndicate, like Great Wildlands, is not a "true" NPC regions. It's a "lesser" NPC region, that doesn't have officer spawn assigned. It's treated as any other non-NPC 0.0 region

Had thon twice in 2 weeks, first time he neuted and webbed me to high hell, I ended up bailing as i couldnt break his tank and mine was snapping.
2nd time was easy as **** but not v good drop.
I think he uses what he drops now, also scrams, webs neuts tp's etc etc.
This was in -0.47 sec

These are faction. Officer are named faction. A higher grade with a named drop. Like you I am happy to catch sight of faction spawns, forget officer faction spanws but not what they are talking about, |
