tl;dr You cannot get ahead in the long run by buying SP.
Okay im gonna blaze thru this cause twice now I've ****ed up and lost my whole post >.>
So, ya, you can buy "SP" with ISK
Rules:
-only one skill
-instantly to one level
Drawbacks:
-Have to wait the time it would have taken, the only implants that are taken into consideration are on the ones plugged in at the time of purchase
-Locked in; cannot change your mind (IE, insta-train cruiser 5 but can't switch to industry 2 days later, you must wait the 30 days or w/e)
-Skill queue is locked up for the duration, it would be expected that with 24h of the end you can queue in something for normal training.
Why ISK?
cause that way the badasses with lots of ISK but very little RL money can get in on this, anyone else just buys PLEX
What im suggesting here is a reversal to the way that normal skill training works (at a cost). Get the benefits of the skill now but you have to wait for the same time it would have taken. This way no one can pull out ahead of anyone else, and could allow for potential tactical skill decisions. Just got war deced? train cruiser 5 now and hop into that HAC...
This might also increase play subscriptions as many player hate having to wait for their first month to get into a decent ship. They can now insta-train something like frigate lvl 3 right off the bat so they can get into that shiny new Punisher the career agent just gave them. The player has to still wait but they get more the instant gratification that most ppl want now a days.
So now then, I know there are probably like 500 flaws in this plan that I missed so.....*hides in a tank of water with scuba gear :3*

This isn't a whine, in fact I'd probably never use this. But it dawned on me that this might be an acceptable compromise between those that want SP for money and does that don't (me included)
