There was I, happily pootling along in my Celestis, blatting rats on level 1 missions ...
I can do this, I thought, so I started level 2 missions.
Easy! I can handle this ...
Oops! No I can't 
My Celestis got shot out from under me by two Angel Ambushers and an Arch Angel Webifier IIRC 
So my corp CEO is going to build me a Vorax - he's soo nice (thought I should include that in case he reads this) - and I have learnt, the hard way, that I don't know as much as I thought I did.
So what would you put on a Vorax to teach these Angels the taste of humble pie?
And what would be a good all-round load out when you have Small Hybrid 3, Med Hybrid 1, Small Proj 1, Small Energy 1, Drones 4 skills?

Well in case it is a Thorax then you should have no problem doing level 2 missions in it. First off you armor tank it maybe medium armor repairer and 2 hardener (you can change them to suit each mission but I think you should just tank your lowest resistances it should be enough). You get a nice mwd bonus on the thorax iirc so stick an mwd there it at least makes picking up the loot a lot faster than I do in my ferox  .
As for offensive you will be fighting smaller ships right so you might want to consider using undersized guns if you see that you are not hitting enough. If can use lots of drones than that is probably enough as your main offensive power though so you could just focus most of your thoughts on tanking and maintaining it.

I'm flying Gallente lvl 2 missies to atm.
My advice may be not the advice of a good gallentean patriot, but it ill make your life easyier and less expensive 
Grab yourself a Kestrel, slap four Standard Missile Launcher, a MWD / AB (Non deadspace / deadspace), a Small Shield Booster 1, and some cap regeneration stuff on it and pwn the s**t out of everything that comes across your way in lvl 2 missies. I reccomend that you shoot with Standard Missiles that do kinetic damage, because the kessie got a bonus for those. For missile spamming rats i recomend to have some defenders in your cargo.
This setup will allow you to stay 20km away from the rats. Thats too much for more than 90% of all lvl 2 rats. The other 10% suck at this range (Cruisers included)

Thorax will be your best friend, it was my first and always will be my favorite cruiser.

3 limited neutron blasters (med size), a med nosferatu, a webifier and 2 small armor repairers do wonders...oh yeah good named afterburner helps get in close to web/blast the crap outta any level 2 ship....

Web + drones = dead npc inty.
Then do what you like with the rest of the ship.
(Armour tanking would be a very good idea though.)

Yes, yes you'll hear that argument over and over again that a thorax rocks over all the other gallente cruisers and well it does. However I love my Vexor too and being that it was my first cruiser I have always maintained one in my arsenal ever since. This ship as far as I am concerned is the best lvl 2 mission runner there is! Sure thorax could do the same thing better but then again its 2x more expensive than a vexor. So anywit here's my loadout:
H: 4 150mm Hybrid Railguns w\ Antimatter and a med smartbomb
M: 2 Webers and either a Mini Warp Drive or an Afterburner
L: 800mm steel plate, med armor repairer, hybrid damage enhancer and hybrid turret speed enhancer
In the drone bay I have equipped the Med drone Vespa.
It has 2100 armor and stellar cap!
Yes a thorax can do all this better but I love to use this ship for mission running and it accomplishes this goal very well.

yeah thorax is fine for lvl 2 just avoid the 6th pocket of deadspace in a "pirate Extravaganza" mission fighting a 750.000 Raven battleship (Pith Destroyer) aint funny in a small ship
