firstly, there really is nothing stopping you from shooting people with negative sec status. Sure, you might lose your ship to concord, but at least you've taken a stand against the nasty pirates.

well, the description says "true if pilot has worse than -5 sec status or has aggressed against you and can be attacked everywhere" in my case, I was in high sec and saw a guy who was a red skull with red background in the overview, I checked his sec status, which is 4.2 so, am I allowed to shoot him?

In hisec you can only shoot at red blinking guys.
Yet in hisec, the most likely reason why you will see someone red blinking is because he's shooting the hell at you, or is ready to do so if you as much as shoot at it.

pilots that steal from wrecks of npc you killed appear to you red and blinky and yes you can shoot them. but they are there just for that indeed once you shoot at them they are allowed to shoot back at you and in that case 90% of the time you are dead

Correct. IIRC red with a white skull means that the pilot is on a GCC, but I may be wrong.

Seriously no one knows this? The skull icon indicates the player has a bounty on his head. All you need is a sec rating of -.000001 or worse and anyone who wants to can add money to your bounty, you don't even need to be kill on sight

Unless you have edited your overview colors a red skull means the player is an outlaw, red background means the player is an outlaw. You can view these settings by clicking the little three lines (used to be a triangle) in the upper left hand corner of your overview window and select open overview settings and look in the appearance tab.
You can shoot anyone anywhere you want The only fights in high security that CONCORD won't interfere with is red stars, red skulls, and orange stars. In fact depending on your location Navy NPCs will help or hinder with the orange stars .

Relevant backgrounds: : Outlaw, free to attack. : Wartarget, free to attack. : Militia wartaget, free to attack.
These are the defaults, and if you've fiddled with them, you might see different things, in particular when it comes to the backgrounds. For instance, the "terrible standings" background is the same as the outlaw background, but by default, it's turned off (and note that these days, outlaws don't blink by default, but you're still allowed to attack them). Likewise, "bad standing" has the same background as militia targets by default, but is also turned off unless you've changed it.
Notice that the bounty and negative sec status tags do not indicate that you can attack the person ù at best, they suggest that this is someone who's performed illegal attacks in the past, and if you've moved them around, these may override the more important ones that do tell you that you can attack the person. The negative sec status one is particularly important to have at a low priority, since once a character has reached -5, he will be automatically be flagged as an outlaw and you are free to shoot him. However, if your tags are set up in the wrong order, he will still show up as "negative sec status" (which tells you nothing useful, really), rather than "outlaw" (which tells you quite a lot).
Beyond that, the "outlaw" flag is a tricky one. Outlaws are any non-wartarget that you are free to attack, for whatever reason: they are -5s (and thus free for all); they have stolen from you; they have attacked you, and you are allowed to fight back; they have triggered a GCC (and are free for all for that reason); they have inherited aggression flags from someone else etc etc etc.
However, in local, as opposed to the overview, the outlaw tag shows up instantly for GCCs, but will only be applied to other legal targets if you run across them in space (and will then stay until the timer runs out). This means that local will not automatically keep track of all the targets you can aggress ù only GCCs ù and you may find yourself undocking into a sea of red skulls even if local seems very clear and friendly. Once you've spotted them, however, your local will light up with red skulls, now that you've seen them, and suddenly seem very unfriendly. ùùù ôIf you're not willing to fight for what you have in ≡v≡à you don't deserve it, and you will lose it.ö ù Karath Piki |

Worth noting, however, that they are still not allowed to shoot you (before you shoot them first). The only people who can attack you unprovoked without triggering CONCORDOKKEN are war targets (red star by default) and militia targets (orange star by default). AFAIK, the overview has no way to distinguish people who can attack you because of your hostile act - e.g. stealing or kill rights.
In short, anyone in highsec can potentially attack you and you might not be able to tell before it's too late. CONCORD provides punishment, not protection. If you want safe space, you will have to fight for it. ---

Yup. Blinky (by default) = they can attack you freely. If they're merely red, they're perhaps a bit more likely to attack you, and may be able to do it depending on the circumstances, but that's something you have to keep track of and calculate for yourself. ùùù ôIf you're not willing to fight for what you have in ≡v≡à you don't deserve it, and you will lose it.ö ù Karath Piki |
