I'm an 8month old toon w/ 8m SP. I gave up missioning early on to pursue a mining career. Now I'd like to get back into Missions. My question is this...what's the best way to level up? Continue with the same agent until a Level 2 becomes available? Is there a certain standing you need to obtain with each agent at that particular level before you can move on?

First, train Connections. You can access a L2q0 agent at 2.0 standing. You can access a L3q0 agent at 4.0 standing. You can access a L4q0 agent at 6.0 standing.
etc.
Each increase of 1 in quality requires 0.05 more standings.
Find an agent that has a storyline agent for that corp nearby, that'll help a lot.

Stick to one NPC corp. Go here to find agents: http://www.eve-agents.com
It is best to train Social and Connections (maybe Negotiation too) to progress faster.
Eve Agents will list the standing you need to access an agent. Your standing with an agent will be the highest of your personal standing with the agent, your standing with their NPC corp or your standing with that NPC corp's faction.

While this is good advice, if you're just running missions for one corp, you probably shouldn't put too much effort into social and connections. I recommend level 3 in each unless you're looking at increasing standing for a variety of corps (or you expect to occasionally repair your faction standing and want to reduce how much time you waste doing that). For purposes of increasing your standing gain from missions, negotiation doesn't help. I saw no increase in standing gain (and LP gain, for that matter) when I raised my negotiation skill from 3 to 4, using the same agent.
However, negotiation boosts the monetary reward from doing a mission (and RP from R&D agents). The corresponding connections specialties boost LP gain.

Concentrate with one corp, building standings. If Faction doesn't matter, you will hit 6.0 pretty quick. Wash and repeat.
When You are concerned with faction, realize that there are high level agents in "enemy" territory. Build a high enough corp standing with them and you can grind stamdings to keep your Faction standings good. Sisters of Eve are an example (gircodel /sp)
The idea is to have a high standing with one corp of each faction. then plan out the Faction standings you want or require. Do missions and storylines and balance your gains and losses

If you donŠt want to spoil the standings with "other" factions, youŠll have to decline kill missions against those other factions. The standing hit for said other factions can be MASSIVE.

That would be because Negotiation only affects monetary reward. Social affects standing gains, if you want to increase your LP reward it's the career specific connections skills that affect it (military connections, political connections etc).

Another way of quick leveling up in Missions is hiring someone who can help you with the specified mission agents.
