Currently all characters in EVE are adults. In a way it is logical that only adults are able to be in charge of their lives, but the science fiction setting would allow for much more diversity.
The futuristic setting surely would allow for accelerated mental development/******ed physical development via gene modification or some other scifistic way one sees fitting. Especially it would be in place with other alterations to one's baseline human body, for example with the addition of animal parts (tails, feline and other kinds of ears) and fur. In general, growing clones with very specifically engineered qualities should not be out of reach from EVE's universe's current technological level, considering the sophisticated mind downloading/uploading capabilities upon one's death and subsequent revival.
Being able to play as a minor would, in my opinion, make the future Incarna interactions between characters more dynamic, and in a way more realistic as there would be people of all age groups in the stations. Also as it seems that the Incarna expansion is mainly being developed to make EVE attractive to a larger mass of gamers, instead of just internet spaceship enthusiasts, this particular addition would make the target group even bigger. Diversity of characters in par with other MMOs and in par with our imaginations would be very logical and even scientifically plausible.
I for one would love to be able to walk on stations and fly spaceships in the body of a little cute catgirl!

"Diversity of characters in par with other MMOs" The only MMOs that let you play a physical child are the ones with anime graphics (and Second Life, I suppose). The developers of all the others realized that including child avatars would create a haven for pedophiles. For this reason many even shy away from including child NPCs. _____________________________

There are children out there but none of them are capsuleer pilots. A child's body couldn't deal with the implants and modifications necessary to be a pod pilot.

Dogs might be slightly brigther and wiser than your average human pod pilot, but with paws he will have difficulties adjusting himself in a pod.
